China's national classification and codes for intermodal transport cargo. A cargo classification is the layer on which everything else in a transport system depends: the tariff, the equipment allocation, the handling requirements, the segregation rules for dangerous goods, the customs treatment and the statistics all key off what the goods are. In intermodal transport the classification has to survive the transfer between modes, each of which has historically had its own - a railway's commodity codes, a shipping line's, a road haulier's and a customs authority's are different systems answering different questions about the same box. Reconciling them is what a national intermodal classification does, and China's need is acute because its rail-road-sea network moves an enormous volume across those boundaries and because the international corridors add several more jurisdictions to the reconciliation.

1 Scope

China's national classification and codes for intermodal transport cargo. A cargo classification is the layer on which everything else in a transport system depends: the tariff, the equipment allocation, the handling requirements, the segregation rules for dangerous goods, the customs treatment and the statistics all key off what the goods are. This document gives the classification principles and methods for multimodal transport goods, and stipulates the code structure, coding methods, classification and codes. This document applies to the statistics, processing and exchange of multimodal transport cargo information.

3 Terms and definitions

There are no terms or definitions to be defined in this document.

4.1 Classification principles

4.1.1 Applicability. According to the classification of the characteristics and attributes of the goods, goods with the same or similar physical and chemical properties are classified into the same category, taking into account the transportation requirements of each transport. Transport mode characteristics, transport volume and transport conditions requirements.

4.1.2 Compatibility. Compatible with JT/T 19-2001, TB/T 2690-1996.

4.1.3 Scalability. Each category has containment items and leaves room for expansion.

4.2 Classification methods Using a mixed classification method, multimodal transport goods are divided into three categories. large category, medium category and small category. large categories are classified according to the main physical attributes and use functions of the goods. It can be divided into medium categories mainly based on physical and chemical properties and processing attributes, and small categories refine the medium categories.

5 Code structure and coding method

5.1 Code structure The multimodal cargo code has a hierarchical code structure, which is divided into three layers. The code structure is shown in Figure 1.
