GB/T 42811-2023 is the English-translated version of 港口集装箱作业系统技术要求.
GB/T 42811-2023 sets the technical requirements for a port container terminal operating system. The TOS is the software that decides where every box goes, which crane moves it and in what order, and a container terminal running at design throughput cannot be operated without it - if the system stops, the terminal stops within minutes, because the yard plan exists nowhere else. Chinese ports handle a third of the world's container traffic on systems that were largely bespoke. The standard sets the composition and configuration of the system, the general requirements, the functional requirements covering vessel planning, yard planning, gate, equipment despatch and billing, and the basic environmental requirements the system must run in. It took effect on 1 September 2023.
