Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part

1.Structure and Drafting Rules of Standardization Documents" Drafting. This document is Part 3 of GB 16994 "Safety Requirements for Port Operations". GB 16994 has released the following parts.

1.Oil and gas chemical terminal;

2.Petrochemical reservoir area;

3.Dangerous cargo containers. This document replaces GB/T 36029-2018 "Safety Operation Regulations for Port Dangerous Goods Container Yards". With GB/T 36029- Compared with.2018, in addition to structural adjustments and editorial changes, the main technical changes are as follows:

--- Changed the scope of application of the standard (see Chapter 1, Chapter 1 of the.2018 edition);

---Adjusted the term "dangerous goods container", deleted the term "port dangerous goods container yard", added the term "dangerous goods "Container Port Operations", "Direct Loading" and "Direct Taking" (see Chapter 3, Chapter 3 of the.2018 Edition);

--- Adjusted the overall requirements (see Chapter 4, Chapter 4 of the.2018 edition);

---Added pre-job requirements (see Chapter 5);

1 Scope

Part 3 of China's mandatory safety requirements for port operations, covering dangerous cargo containers. A container terminal handles boxes whose contents it cannot see, and among tens of thousands of them are the ones carrying dangerous goods - correctly declared or, too often, not. The requirements are built around that. Segregation is the core: incompatible classes must not be stacked together, and a terminal has to know what is in each box to enforce it, which is why the documentation and the placarding are safety controls rather than paperwork. Then the stacking limits and the positions within the yard, the separation from the boundary and from occupied buildings, the inspection of boxes for leakage and damage on arrival, the handling of a container found to be leaking, and the emergency response that must be able to reach any position in the yard.

This document specifies the overall requirements for dangerous cargo container port operations, pre-operation requirements, loading and unloading operations requirements, storage operations requirements, dismantling Packing operation requirements, emergency requirements and operation information requirements. This document is applicable to dangerous cargo container port operations.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Dangerous cargo container Containers containing dangerous goods such as explosive, flammable, poisonous, corrosive, radioactive, etc. Note
