Foreword

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part

1.Structure and Drafting Rules of Standardization Documents" Drafting. This document has been modified to adopt ISO 27729.2012 "International Standard Name Identifier for Information and Documentation (ISNI)". The technical differences between this document and ISO 27729.2012 and their reasons are as follows:

1 Scope

GB/T 42713-2023 specifies the International Standard Name Identifier, adopting ISO 27729 with modifications. The problem it solves is that names do not identify people: authors share them, change them, transliterate differently and publish under variants, and a library catalogue, a rights database and a research information system each end up with their own idea of who wrote what. ISNI assigns a single sixteen-digit identifier to the party - a person or an organisation - rather than to the name, so the records can be joined. The standard sets the structure and presentation of the ISNI, its assignment, its administration, its relationship to metadata and to other identifiers, with normative annexes on the check character calculation and the registration metadata and an informative annex on the relationship to other identifier systems. It took effect on 1 March 2024.

3 Terms and definitions

The following terms and definitions apply to this document.
