GB/T 42481-2023 is the English-translated version of 小微湿地保护与管理规范.
China's national specification for conserving and managing small wetlands. It specifies the terms and definitions and the general requirements. Wetland policy has historically been built around large sites - the ones designated, mapped and protected under international convention - and small wetlands fall through it: the ponds, seasonal pools, spring-fed marshes, ditches and village water bodies that individually are too small to designate and collectively hold a large share of a landscape's aquatic biodiversity and much of its water retention capacity. They are also the ones that disappear quietly, filled for agriculture or building without anyone needing permission. Their ecology is genuinely different from a large wetland's - many are seasonal, most lack fish, and that absence is precisely what allows amphibians and invertebrates to breed - so a management specification for them cannot be a scaled-down version of the large-site one.
