Introduction

The paper archives rescue and restoration specification is to improve the restoration level of paper archives, and it is necessary to concentrate efforts to rescue and repair damaged or endangered paper archives.

Part 3. Repair Quality Requirements

1 Scope

GB/T 42468.3-2023 is the third part of the GB/T 42468 series and states the quality that repair work on paper archives has to reach. A single clause carries the requirements, taken operation by operation: deacidification, decontamination, the reinforcement and recovery of handwriting, framing, debonding, trimming, cutting, and binding. Deacidification is judged by the state of the paper afterwards, neutral or slightly alkaline with a pH between 7.0 and 8.5, because acid left in the sheet keeps breaking it down after the file goes back on the shelf, while driving the paper too far alkaline attacks it from the other side. The rest of the clause works the same way, fixing what the finished repair has to be rather than the technique used to get there, which matters because the work is close to irreversible: a sheet trimmed too far loses margin notes and seal impressions that carry part of its evidential value, and an adhesive that will not release again locks the document for whoever has to treat it next. Terms build on GB/T 21712, GB/T 42468.1, DA/T 25, WH/T 22 and ISO/TS 18344. Written for archives at every level and for the conservation workshops they contract.

3 Terms and Definitions

4 Restoration Quality Requirements

4.1 Deacidification

Through the principle of acid-base neutralization, the acidic substances in the paper are removed. The main quality requirements for deacidification are as follows.

a) The pH of the paper is neutral or slightly alkaline (7.0<=pH<=8.5);

b) It has basically no effect on the performance and life of archival paper;

c) There is no blurring or diffusion of handwriting;

d) Alkali reserve of paper after deacidification treatment complies with the relevant provisions of ISO /T S18344;

e) Deacidification is uniform.
