The tension acting on the surface of a phase and pointing to the interior of the phase is caused by the attraction between the molecules on the surface and the molecules below the surface:

4:1 Principle
Where the stirrup ring or circular ring meets the surface of the liquid to be measured in the measuring cup, the measurement is applied perpendicularly to the ring to separate the ring from this liquid surface
