Foreword
This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1.Structure and Drafting Rules of Standardization Documents"
Drafting.
The revision of this document adopts ISO /IEC Guide46.2017 ``General Rules for Comparative Testing of Consumer Products and Related Services''.
The IEC 's guidelines have been adjusted to my country's national standards.
The technical differences between this document and ISO /IEC Guide46.2017 and the reasons are as follows.
--- In "Note 2", change "ISO /IEC 17000" to "GB/T 27000-2006" (see introduction). Because of ISO /IEC
17000 has been adopted equivalently as GB/T 27000-2006 in my country.
---In "Note", change "ISO 12931" to "ISO 22383" (see scope). Because ISO 12931 has been adopted by ISO 22383.2020
replace.
--- In the "comparative test", the "product" is changed to "products and services" (see 3.1).
---In the "test method", "using the method specified by international, regional or national standards" is replaced by "using the method specified by the current standard"
(See 5.1).
Introduction
This document establishes the general principles for conducting comparative trials of consumer products and related services, which can be used by various institutions and institutions to organize and implement comparative trials.
Used by associations. The purpose of this document is to make the results of the comparison test and the consumption information provided more valuable, so as to help consumers to perform according to their own needs.
Make an informed choice. Products and services used for comparison tests can be based on local, domestic or international markets, and the test characteristics can be specific or
It is a general reference, and it only needs to clearly state the scope and boundaries.
Appendix A of this document details the difference between the comparative test and other tests, including market supervision, conformity inspection, etc.
Note 1.This document only provides some methods applicable to the proposed principles, but not all of them.
Note 2.The purpose of the comparative test is different from the conformity assessment (see GB/T 27000-2006).
Note 3.Counterfeit goods are a common and increasingly prominent practical problem in all countries. Generally speaking, conformity assessment is easier to identify counterfeit goods than
Comparative test. The emergence of counterfeit goods and other issues presents new challenges for carrying out comparative experiments. Therefore, relevant organizations need to strengthen cooperation with regulatory agencies in the future.
Close cooperation.

It is advisable to make reasonable efforts to select products or services that are available on the market or that are about to enter the market as much as possible.
Limited circumstances.
Note. "Reasonable effort" includes consulting producers (agents/business representatives/importers) or consulting current literature, catalogs and various other materials (including networks).
Obtaining this information is in the interests of consumers and producers (agents/business representatives/importers).
4.2 Sampling
The test samples should be consistent with the products and services available to consumers or soon to be available. In all comparative tests, it should be ensured that
Because of the randomness of the sample, special samples should not be used. Before testing, attention should be paid to the sample sampling, transportation, storage environment and the characteristics of the product or service.
Precautions should be taken to ensure that the test results obtained are representative of the products or services provided on the market at the time of sampling.
Sampling should ensure as far as possible that the products or services used for testing are still available when the test results are released.
Note. Due to the diversity of market supply, the characteristics of services are also changeable. For example, sampling of fast food services and pick-up services, education services, or financial services
The sampling is different.
4.3 Feature selection
In addition to comparative tests for special purposes, it is advisable to include as far as possible all products or services that are important to consumers.
