Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1: Structure and Drafting Rules of Standardization Documents" Drafting.

Introduction

Land and space planning is a guide for national spatial development, a spatial blueprint for sustainable development, and the basic basis for various development, protection and construction activities. according to. Establish a territorial and spatial planning system and supervise its implementation, and integrate spatial planning such as major functional area planning, land use planning, urban and rural planning, etc.

In order to achieve unified land and space planning, to achieve "multiple planning in one", and to strengthen the guiding and restrictive role of land and space planning on various special plans, it is the Party Central Committee, Major deployment made by the State Council. The "One Picture" implementation supervision information system for land and space planning is to establish a land and space planning system and supervise the implementation.

The important technical support for implementation, based on new technologies and new methods, provides full-cycle management for the preparation, approval, revision and implementation of supervision of land and space planning Information technology support lays the foundation for creating smart planning that is perceivable, learnable, good governance and adaptive.

In order to standardize the construction of the "one map" of the national land and space planning, the construction of the supervision information system was implemented, and the planning practice based on the "one map" of the land and space planning Implement a supervision system and formulate this document.

1 Scope

This document specifies the overall requirements, data requirements, functional requirements, and environmental requirements for the implementation of the "One Picture" Supervision Information System for National Land and Spatial Planning. Summing and safe operation and maintenance requirements.

This document is applicable to the construction and management of the "one map" implementation supervision information system of national, provincial, municipal, and county territorial and spatial planning.
