Foreword

This standard was drafted in accordance with the rules given in GB/T 1.1-2009.

This standard uses the redrafting method to amend and adopt ISO 50015.2014 "Energy Management System Organization Energy Performance Measurement and Verification Base"

These Principles and Guidelines.

Compared with ISO 50015.2014, this standard has many adjustments in structure. Appendix A lists this standard and ISO 50015.2014

A list of changes in chapter numbers.

The main technical differences between this standard and ISO 50015.2014 and the reasons are as follows.

--- Regarding normative reference documents, this standard has made adjustments with technical differences to adapt to my country's technical conditions and adjustments.

The situation is collectively reflected in Chapter 2 "Normative Reference Documents", and the specific adjustments are as follows.

* Added reference to GB/T 13234 that is not equivalent to international standards, and GB/T 23331 that is equivalent to international standards and amendments

Adopt international standard GB/T 36713.

---The benchmark period (3.1), energy performance improvement measures (3.5), energy (3.6), energy benchmark (3.7),

Energy consumption (3.8), energy performance (3.9), energy performance improvement (3.10), energy performance parameters (3.11), energy use (3.12),

Unconventional adjustments (3.16), organization (3.17), related variables (3.18), reporting period (3.19), main energy use (3.21) and static

The terms and definitions of factors (3.22), which have been mentioned in GB/T 13234, GB/T 23331 and GB/T 36713

And, only the important terms and definitions that are directly related to this standard and have not been defined or adjusted are retained.

This standard has made the following editorial changes.

---Change the standard name to "Guidelines for Energy Performance Measurement and Verification";

---Delete the example of measurement uncertainty in informative Appendix B;

---Adjust the sequence of the measurement and verification flowchart of Appendix A to Appendix B;

---References are deleted.

This standard was proposed and managed by the National Standardization Technical Committee on Energy Foundation and Management (SAC/TC20).

Introduction

The purpose of this standard is to measure and verify the organization's energy performance and energy performance improvement (M

The significance of verification is to improve the credibility of energy performance and energy performance improvement results. Reliable results help promote energy performance

Improve.

This standard applies to any type of energy use.

This standard applies to the following organizational levels.

---All kinds of organizations, regardless of whether they have established an energy management system (such as ISO 50001);

---Used for measurement and verification of energy performance and energy performance improvement;

---The whole organization or part of the organization.

This standard applies to organizations of any size, measurement and verification personnel, and other related parties that report energy performance results through measurement and verification.

Guan Fang. The principles and guidelines given in this standard can be used alone or in combination with other standards or regulations. The principle proposed by this standard

The rules and guidelines are not required by ISO 50001, but can be used for organizations that are using ISO 50001.

This standard does not specify calculation methods, but establishes relevant measurement and verification and the application of different calculation methods in measurement and verification.

Universal concept. Relevant principles and guidelines apply to various measurement and verification methods.

Appendix B outlines the measurement and verification process in this standard.

3 Terms and definitions

The following terms and definitions defined in GB/T 13234, GB/T 23331 and GB/T 36713 apply to this document.

3.1

Indirect effects

Indirect energy impact or non-energy impact.

3.2

Indirect energy impact

Energy performance improvement measures have an impact on the organization's energy performance beyond the direct impact.

Example. As the efficiency of the lighting system is improved, the load on the refrigeration system is reduced.

3.3

Non-energy impact

After the implementation of energy performance improvement measures, other impacts besides energy impact.

Example. The installation of an energy-efficient washing machine not only saves energy but also saves water, which has a non-energy impact of water saving.

3.4

Measurement and verification

Within the given measurement and verification boundary (3.5), the process of planning, measuring, collecting data, analyzing, verifying and reporting energy performance or energy performance improvement.

3.5

Measurement and verification boundary

Energy performance or energy performance improvement measures and verifies the boundaries of the organization, physics, location, facility, equipment, system, process, or activity related to it.

3.6

Measurement and verification personnel

Individuals and teams who perform measurement and verification (3.4).
