Scope

GB/T 39497-2020 is the English-translated version of 新型城镇化 品质城市评价指标体系.

GB/T 39497-2020 sets out the evaluation index system for quality cities in the course of new-type urbanization construction, together with the connotation and calculation method of the indicators and the collection and analysis of the data.

Clause 1 states that it applies to the evaluation of the quality of cities divided into districts and of cities in the process of new urbanization, and that county-level cities may refer to it for implementation.

Clause 2 cites GB 3095 and HJ 618.

Clause 3 defines the quality city as a city in which development quality and cultural taste are highly integrated and organically unified, with a connotation covering five aspects, the city's economic development quality, social culture quality, ecological environment quality, public service quality and residents' life quality, and defines the city quality index as the comprehensive indicator reflecting the quality of urban development and cultural taste.

Those same five aspects shape the body: after the evaluation index system clause come five clauses each giving the connotation and calculation method of one group of indicators, for economic development, social and cultural matters, the ecological environment, public services and residents' living, and a final clause on data collection and analysis.

Clause 4 states that the system holds three levels of indicators, 5 first-level, 13 second-level and 71 third-level indicators plus 5 extended indicators, all set out in Table 1, that it serves both horizontal comparison between different regions and longitudinal comparison of one city across different years, and that relevant indicators may be added or dropped according to the actual situation of the subject under evaluation, following the principle of homogeneity and comparability.

The standard was proposed and is managed by the China National Institute of Standardization; the page records ICS 03 and the Chinese classification A00 and traces it to National Standard Announcement No. 26 of 2020.

Both the data fields and the front page give the same day for release and for implementation: it was issued on 2020-11-19 and has applied since 2020-11-19.
