1 Scope
This part of GB/T 38099 specifies terms related to the handling of small IT equipment and communication products in waste electrical and electronic products.
And definitions, processing requirements, documentation, and preservation requirements.
This section applies to the disposal of discarded small IT equipment and communication products.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Waste electrical and electronic products
Electrical and electronic products that the owner no longer uses and have discarded or abandoned [including all parts (components) and components of the products that constitute their products
Etc., as well as non-conforming and end-of-life products produced during production, distribution and use.

3.2 Handling corporate recycler
A legal person engaged in the disposal of waste electrical and electronic products (3.1) (3.4) shall have the processing qualification and the corresponding processing facilities and site.
