China's national requirements for building self-elevating drilling units. It specifies the production process quality control across hull construction, outfitting, accommodation, machinery installation and piping. A jack-up drilling rig is a barge with three or four legs that are lowered to the seabed and then used to lift the hull clear of the water, so that the drilling floor stands on a fixed platform rather than a floating one. That makes it structurally unlike a ship: the legs and the jacking system carry the entire weight of the unit plus the environmental loads, in a configuration where a failure means the hull returns to the water uncontrolled. China builds a large share of the world's jack-ups, and the requirements in this standard concentrate on the construction process because the critical items - the leg chords and racks, the spudcans, the jacking gear and the welds that join them - are inspected during fabrication and are effectively unreachable afterwards.

This standard specifies the quality control, inspection items and construction accuracy requirements of the production process during the construction of the jack-up rig. This standard is applicable to the construction, inspection and delivery of water depth ascending drilling platforms operating above 90m, the construction and inspection of other platforms. Delivery can be used as reference.

3.1.1.1 Steel Management 3.1.1.1.1 The steel entering the factory shall check the consistency of the certificate and the stamp and perform the appearance quality inspection. 3.1.1.1.2 Special steel plates (for example. EQ grade steel) and steel plates of a certain thickness (generally 50 mm or more) are tested for flaw detection. 3.1.1.1.3 Steels that need to be transferred to the class should be reclassified. 3.1.1.1.4 The management of steel should be traceable. 3.1.1.1.5 Steel should be stacked in a flat manner according to specifications and grades. 3.1.1.1.6 Special steel plates (eg quenched and tempered steel) should be stored separately. 3.1.1.1.7 Steel shall be issued according to the steel sheet according to the production and processing plan. 3.1.1.1.8 Surface quality inspection shall be carried out before the steel enters the production line.
