GB/T 37422-2019 is the English-translated version of 绿色包装评价方法与准则.

GB/T 37422-2019 lays down how green packaging is to be assessed. Clause 1 states that it specifies the evaluation criteria, the evaluation method and the content and format of the evaluation report, and that it applies both to the evaluation of green packaging and to the drafting of individual green packaging evaluation specifications.

Clause 3 adopts the definitions of GB/T 16716 and GB/T 23156 and adds three of its own: green packaging, which over the whole life cycle of the packaging product and while still meeting the functional requirements of packaging does less harm to human health and the ecological environment and consumes fewer resources and less energy; recoverability, the ratio of the mass of the recovered product to the total mass of the packaging product; and the actual recovery rate, the ratio of the mass of packaging actually recovered to the mass placed on the market.

Clause 4 sets out the evaluation criteria, which consist of basic requirements, judged as met or not met, and evaluation index system requirements, which are scored; the basic requirements cover both the manufacturer and the packaging product, while the index system carries first-level indicators for resource attributes, energy attributes, environmental attributes and product attributes with lower-level indicators beneath them.

The same clause fixes the order of the assessment: the packaging is first evaluated against the basic requirements of 4.2 and, only once those are satisfied, scored item by item against the index system requirements of 4.3.

The contents list names clause 5 on the evaluation method and clause 6 on the content and format of the evaluation report, followed by three informative appendices that describe the requirements of the green packaging evaluation index system, give an example of that index system and give an example of an evaluation report.

Clause 2 cites GB/T 16716 on packaging and packaging waste, GB/T 19001 on quality management system requirements, GB/T 20197-2006 on the definition, classification, marking and degradation performance requirements of degradable plastics, GB/T 23156 on packaging and environmental terminology, GB 23350 on restricting the over-packaging of goods, foods and cosmetics, and the Guidance Catalogue for Industrial Structure Adjustment.

The standard is proposed and administered by the National Packaging Standardization Technical Committee (SAC/TC 49). It was issued on 10 May 2019 and has applied since the same date.
