Scope

GB/T 36814-2018 is the English-translated version of 进境植物隔离检疫圃的设计和操作.

GB/T 36814-2018 gives general guidelines for the design and operation of post-entry quarantine stations, where imported plants for planting are grown in isolation before release.

It applies to the isolation sites for introduced plants that have to be quarantined. The standard defines post-entry quarantine stations and plants for planting, and requires a pest risk analysis under ISPM No. 1, No. 2 and No. 11 to decide whether plants must enter isolation.

Stations must keep quarantine pests from escaping while allowing observation, research, testing or disposal of the plants, and may consist of fields, net houses, glass greenhouses and laboratories chosen to suit the plant and its possible pests.

Site selection, hardware and operation are also covered. It was issued on 17 September 2018 and has applied since 1 April 2019.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Post-entry quarantine station

A site that, after professional design, has the corresponding isolation equipment and special facilities, is established or licensed by the quarantine administrative department and is operated in accordance with the prescribed procedures, specializing in the isolation and planting of introduced plant propagation materials.

[GB/T 23415-2015, definition 3.5]

Plants that have been planted, to be planted or replanted.

[GB/T 20478-2006, definition 2.142]

4 Summary of requirements

4.1 Conduct risk analysis according to ISPM No. 1, No. 2 and No. 11 and determine whether plants for planting need to enter post-entry quarantine.

4.2 The design and management of the post-entry quarantine station shall ensure the effective isolation of quarantine pests that may be carried by plants, to prevent their outflow or escape. The station should also ensure that the way the plants are kept is conducive to observation, research, further inspection, testing or disposal.

4.3 A post-entry quarantine station can be composed of fields, net rooms, glass greenhouses and/or laboratories. The type of facility used should be determined by the plant and the quarantine pests it may carry.

4.4 The site of the post-entry quarantine station should be appropriately selected, and its hardware and operational requirements should be in line with the biology of the plants and the quarantine pests they may carry.
