GB/T 36732-2024 is the English-translated version of 生态休闲养生基地建设和运营服务规范.
GB/T 36732-2024 covers the ecological recreation and health cultivation base, a defined area that joins natural surroundings to leisure, health and elderly care services, and replaces the 2018 edition, which carried elderly care in its title. 1 Scope
This document specifies the requirements for the planning, layout and function, the organisation and personnel, the facilities, the operation and service, the safety and hygiene, and the quality control and improvement of an ecological recreation and health cultivation base, called the base in what follows.
This document applies to the management of the construction, operation and service of an ecological recreation and health cultivation base.
3 Terms and definitions
3.1 ecological recreation and health cultivation base: a defined area that has good natural surroundings and at the same time the resources to provide recreation, health cultivation and elderly care services, and that can meet customers' needs for travel, sightseeing, rest, entertainment, physical recreation, leisure, health cultivation and elderly care.
3.2 leisure: the varied use a person makes of the time freely at his disposal, outside work, study, housework, sleep and the other time needed to earn a living and to meet physical needs, and the state of bodily and mental pleasure that follows from it. Note: this includes everyday leisure, weekend leisure and holiday leisure. Source: GB/T 28101-2011, 2.1.
3.3 preserve longevity, health cultivation: activity that follows the laws by which life develops and that can care for the body, reduce illness, improve health and lengthen life.
4 Planning, layout and function requirements
4.1 The plan for the base shall be drawn up by a planning organisation holding the corresponding qualification; the plan shall pay attention to protecting the ecology and shall bring out the health cultivation character of the place. Under the guidance of that plan the base shall be built by a construction unit holding the corresponding qualification.
4.2 The site shall have convenient transport links and shall be connected to the surrounding cities, airports, railway stations, bus stations, motorway junctions and ports.
4.3 The base shall make varied and intensive use of its resources and, drawing on the character of those resources and on its theme, shall be divided sensibly into a public service zone, an ecological sightseeing zone, a living and recreation zone, a leisure and culture zone, a fitness and physical recreation zone and a health cultivation service zone.
5 Organisation and personnel requirements
5.1 The base shall set up a management body suited to its size and shall staff it with full-time managers.
5.2 The base shall establish sound long-term management and operating rules and shall see that they are put into effect.
5.3 The base shall create specialist service posts suited to its size, shall draw up a specialist training plan and shall run training in professional quality and working skills at regular intervals. Specialists in leisure and in health cultivation shall meet the relevant qualification requirements for their work, and elderly care staff shall meet GB/T 29353-2012.
6 Facility requirements
6.1.1.1 The base shall build convenient roads suited to its size.
6.1.1.2 Footpaths and non-motorised routes shall be laid out sensibly without damaging the original ecosystem, and shall allow barrier-free movement.
6.1.1.3 Shuttle transport provided by the base shall use vehicles of low energy consumption and low emissions or running on clean energy.
6.1.1.4 An ecological car park with enough spaces shall be built, in keeping with the natural scenery around it and with staff to manage it. Separate charging bays for electric vehicles shall be provided to meet the demand for charging.
6.1.2.1 The base should build an energy system based on conventional energy such as electricity and gas, supplemented by renewable energy such as solar and biomass energy.
6.1.2.2 The base should use renewable energy of low environmental impact, such as solar, water, wind and biomass energy, and should promote low carbon technology.
6.1.3.1 The water supply system of the base shall be designed to save water, and an independent drinking water system and a water recycling system should be installed.
6.1.3.2 The base shall keep its use of groundwater within reasonable limits, and the abstraction of hot spring water and groundwater shall not exceed the natural recharge.
6.1.4.1 The base shall provide facilities and places for the sorted collection and treatment of waste, the management and disposal of waste following the basic principles of rendering it harmless, reducing it and recovering it.
6.1.4.2 The collection rate of waste shall reach 100 percent; the rate of enclosed collection and transport should reach 100 percent, the rate of treatment and disposal should reach 100 percent, and the recovery and reuse rate should be greater than 50 percent.
6.1.5.1 The graphical symbols for the buildings and facilities of the base shall comply with GB/T 10001.1 and GB/T 10001.2, and the information shall be clear and accurate, in Chinese and a foreign language side by side.
6.1.5.2 The signs of the base shall be sufficient in number, sensibly distributed, easy to spot and effective as guidance.
6.2.1.1 The service facilities shall blend with the setting of the base and disturb the ecology as little as possible.
6.2.1.2 The base shall make full use of intelligent equipment and technology to provide digital convenience services and improve the intelligent experience.
6.2.1.3 The service facilities shall combine relative concentration with suitable dispersal so as to be as convenient as possible for customers.
6.2.2.1 The base shall provide online information display, enquiry and purchase services.
6.2.2.2 The base shall provide an enquiry desk and an enquiry telephone, staffed by dedicated personnel.
6.2.2.3 The enquiry facilities shall be clearly marked, complete in function and in working order.
6.2.2.4 An electronic notice board, display screen or other multimedia terminal should be placed at the main entrances of the base to publish relevant information promptly, including but not limited to basic information about the base, points to note, forthcoming events, recommended routes, safety rules, transport information, weather information and the real time occupancy.
6.2.3 Hotel accommodation shall be provided according to the size of the base, with enough beds and facilities to meet the demand; the guest rooms shall be clean and comfortable and fully equipped, and the living articles in them shall be provided for the daily needs of elderly people, disabled people and other groups of customers with special needs.
6.2.4 The restaurant shall be decorated in local style in keeping with the culture of the base, shall be able to offer local dishes or traditional, folk and festival food, and shall set its menu with regard to the dietary needs of elderly people and other customers with special needs.
6.2.5 The base should have a certain number of pavilions, corridors, pergolas and other sightseeing and resting facilities, sensibly placed and of distinctive form so that they improve the overall landscape, and should offer characteristic sightseeing activities such as a health cultivation ecological garden, outdoor games and health cultivation hot springs.
6.2.6 The shopping places in the base shall be clean and well stocked and should offer handicrafts and local produce characteristic of the base.
6.2.7.1 The base shall provide health cultivation facilities and should have two or more of them, such as health examination, physiotherapy, beauty and body treatment, hot springs, medicinal baths, medicinal diet, massage, seasonal health cultivation and themed clubs.
6.2.7.2 The health cultivation facilities shall be placed sensibly according to the geographical distribution of the ecological environment within the base.
6.2.8 The elderly care facilities of the base shall match the elderly care services it provides; buildings for elderly care institutions shall comply with JGJ 450 and the equipment shall meet 7.2 of GB/T 29353-2012.
6.3 The design and placing of the facilities of the base shall take account of the needs of elderly people, disabled people, children and other customers with special needs, and barrier-free facilities shall be provided.
6.4.1.1 The vegetation and the biodiversity of the base shall be protected effectively under established rules.
6.4.1.2 The ambient air quality within the base shall meet the class one standard of GB 3095-2012.
6.4.1.3 The acoustic environment quality within the base shall meet the class 1 requirement of GB 3096-2008.
6.4.1.4 The surface water quality within the base shall meet the class three requirement of GB 3838-2002.
6.4.1.5 Sewage discharge within the base shall comply with GB 8978.
6.4.1.6 All land within the base that can be planted shall be planted, and the green space ratio shall comply with GB 50180.
6.4.1.7 There shall be no source of pollution within 500 m around the base.
6.4.2 The buildings, the built form, the landscape and the facilities of the base should be blended with local cultural symbols so as to form a distinctive and recognisable image; the base shall protect its historic culture, repairing and maintaining old buildings at regular intervals and collecting, arranging and displaying documents and relics; it shall protect its natural culture, and may build a themed museum, offer ecological tourism and run ecological education from the character of the local natural resources; it shall protect the ethnic and folk culture, keeping traditional festivals, local opera and folk performance; it shall protect the religious culture, respecting and suitably presenting the local religion; and it should promote the local culture by joining leisure and health cultivation activities to cultural and creative activities with a local character.
6.4.3 The setting in which the base provides elderly care services shall meet 7.1 of GB/T 29353-2012.
7 Operation and service requirements
7.1.1 The base shall, according to its geography and ecology, be open to the public for at least three months in the year.
7.1.2 The base should develop green and low carbon cultural and creative products and take part in green and low carbon certification. It should encourage customers to bring their own toiletries, to save water and electricity and to join the clean plate campaign, encourage low carbon travel, and encourage the purchase of certified green and low carbon cultural and creative products.
7.1.3 The base may provide catering, accommodation, sightseeing, shopping and entertainment services. Of these, the catering service shall at least meet GB/T 13391; the accommodation service shall comply with GB/T 14308; the sightseeing service shall comply with GB/T 17775; the shopping service shall comply with 5.2.6 of GB/T 17775; and the entertainment service shall meet Clause 6 of GB/T 26353-2010. In the original the sightseeing and shopping items cite the 2003 edition of GB/T 17775, while the normative references list the 2024 edition.
7.2.1 The base shall offer customers at least three leisure activities to watch or to take part in. Note: leisure activities include walking, hill climbing, tai chi, baduanjin, yoga, tea ceremony, fruit picking, tennis, table tennis, bowling, swimming, opera performance, themed garden visits, singing gatherings, flower arranging, angling, calligraphy, painting and paper cutting.
7.2.2 The base shall have at least three themed leisure clubs, such as board and card games, calligraphy and painting, music or sport.
7.2.3 In setting up and delivering its leisure services the base shall take account of the needs of elderly people, disabled people, children and other customers with special needs; where conditions allow it, an activity centre for elderly people and an activity or day care centre for children should be set up to serve them.
7.3.1 The base shall offer customers at least two health cultivation services to experience or take part in, such as health examination, health physiotherapy, hot springs, medicinal diet or massage.
7.3.2 The base shall give customers professional guidance in health cultivation.
7.4.1 Drawing on its natural and cultural setting, the base should establish suitable elderly care services within its tourism, leisure and health cultivation offer.
7.4.2 The elderly care services provided by the base shall meet Clause 8 of GB/T 29353-2012.
7.5 The base shall promote digital services and should use technology that blends the real and the virtual to create virtual settings and deliver services online.
8 Safety and hygiene requirements
8.1.1 At peak times and at other particular times the base shall have sound safety rules and measures and shall be able to carry them out effectively.
8.1.2 The base shall draw up contingency plans for emergencies, and the records of incidents handled shall be complete and accurate.
8.2.1 The base shall set up emergency rescue arrangements with an emergency telephone number, and shall be able to deal promptly with calls for help from customers.
8.2.2 The base shall have medical staff and common medicines and the necessary first aid equipment.
8.2.3 Contingency plans and management rules shall be established and drilled at regular intervals; where a public health emergency, a natural disaster or another emergency occurs in a public place, the operator shall report it at once, activate the contingency plan and assist in dealing with it.
8.3.1 The setting of the base shall be kept clean and tidy, with no rubbish or litter in or around the service areas, and dedicated posts and staff shall be responsible for the daily management and upkeep of environmental hygiene.
8.3.2 The catering places of the base shall meet the hygiene requirements of GB 31654; food hygiene conditions shall comply with the national rules, and the catering service shall be provided with disinfection equipment.
8.3.3 Rubbish shall be collected and cleared promptly and sorted for recovery so as to prevent pollution; the rubbish bins shall be sensibly placed, uniformly marked, clean in appearance and in keeping with their setting.
8.3.4 Public places shall be kept clean and shall be cleaned and disinfected at regular intervals; frequently touched objects such as door handles and lift buttons shall be cleaned and disinfected more thoroughly; seats, tables and similar articles in public places shall be cleaned and disinfected at regular intervals; and indoor air shall be kept moving by increased ventilation.
9 Quality control and improvement requirements
9.1.1 In the matter of quality control the management body of the base shall at least: set quality management objectives and establish rules for supervision and inspection; set up a quality management department or a quality management post; publish a 24 h service telephone number for customer complaints and enquiries; appoint full-time staff to supervise and assess service quality; carry out customer satisfaction surveys or gather customers' views at regular intervals; call back customers in a planned, purposeful and selective way; and draw up effective corrective measures in answer to reasonable suggestions from customers, so as to improve the service.
9.1.2 In the matter of complaints the base shall at least: establish complete complaint handling rules on the principles of openness, fairness and impartiality; set up complaint desks, complaint boxes or complaint books at the different stages of the service; reply to a complaint within 24 h and report the outcome within 10 days, continuing to work on the matter where the complainant is not satisfied with the outcome; close more than 98 percent of complaints; and keep a complaint file whose records are truthful and complete.
9.1.3.1 The internal management information system of the base shall be able to collect and compile in real time the number of consumers entering and leaving the site, the operating results and the number of people employed.
9.1.3.2 The base shall use statistical techniques to analyse the data collected.
9.1.3.3 The base shall keep statistical ledgers and accounting rules for all the information and records compiled, and shall report them to the management authorities at each level on time as required.
9.1.3.4 Statistical data files should be kept for at least three years.
9.2.1 The base shall train its service staff and its service providers at regular intervals, the training covering service knowledge and service skills.
9.2.2 The base shall carry out spot checks, at regular or irregular intervals, on the services that attract the most complaints or comments, and shall press the staff and providers concerned to improve.
9.2.3 The base should hold service quality contests and comparisons in various forms at regular or irregular intervals, with awards and publicity for the winners.
9.2.4 The base should invite well known specialists and service organisations from China and abroad to lecture at the base at regular intervals, or should visit well known organisations to learn from their experience.
