Scope
GB/T 36045-2018 is the English-translated version of 燃煤火电机组增容改造监管规范.
GB/T 36045-2018 is the Chinese specification for supervising capacity expansion retrofits of coal-fired thermal power units.
It sets the prerequisites a unit must meet before its capacity is increased, how the capacity is verified after the retrofit, the performance and operating requirements that apply afterwards, and how the retrofit is declared and approved.
It defines capacity expansion and the coal consumption for power supply, calculated in grams of standard coal per kilowatt-hour from boiler, turbine and pipe efficiencies and the plant's own electricity rate.
Its introduction explains why it was written: some expanded units could run at their new rating only for short periods, with poor economy, large life loss and a marked drop in primary frequency regulation. It was issued on 15 March 2018 and has applied since 1 October 2018.

Foreword
This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
Introduction
In recent years, the capacity expansion of coal-fired thermal power units has generally been carried out throughout the country. There are two main motives for power generation companies to implement capacity expansion.
First, under the planned system, increasing the capacity of the unit can be used to obtain more power generation plan targets, so as to obtain additional benefits;
Capacity transformation, increase power generation output, reduce coal consumption and improve economic efficiency. The motivation is different, and the operation method and the final effect of implementing the capacity expansion reform are not with. Due to the lack of a unified regulatory standard, the increase in capacity of units has emerged in operational procedures, technical indicators, safe operation, and practical results.
Problems, such as capacity expansion of some units can only be operated in a short period of time under certain operating conditions, poor economic performance, large life loss, primary frequency modulation capability and phase-in operation The capacity has dropped significantly. In order to ensure the orderly expansion of the scientific and normative regulations for increasing capacity and to ensure the safe and economical operation of the power system, the Based on the relevant technical standards of the electric power industry and the laws and regulations of electric power supervision, the regulatory standards for the expansion of coal-fired thermal power units have been formulated.
1 Scope
This standard stipulates the applicable scope, modification conditions, capacity test and performance requirements and capacity of the capacity-increasing transformation of coal-fired thermal power units. Appraisal of regulatory technical indicators and methods in such areas.
This standard applies to the regulation of the expansion of coal-fired thermal power units.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Capacity expansion
The power generation enterprises upgrade the coal-fired thermal power units to increase the generating capacity of the units and realize energy conservation and consumption reduction.
3.2 Coal consumption for power supply
In the statistical calculation period, the average amount of standard coal consumed by each generating unit to provide 1kWh of electrical energy is calculated according to formula (1).
In the formula:
Bg --- Coal consumption for power supply in grams of standard coal per kilowatt-hour (gce/kWh);
Lfcy --- power plant electricity rate, expressed as a percentage (%);
eta g --- boiler efficiency, expressed as a percentage (%);
eta q --- turbine efficiency, expressed as a percentage (%);
eta gd --- Pipe efficiency, expressed as a percentage (%).
