China's national technical specification for processing machine-picked cotton. Mechanical harvesting transformed Chinese cotton production, above all in Xinjiang where most of the crop is now grown, and it changed what arrives at the gin. A hand-picked boll comes in comparatively clean; a machine takes leaves, stems, burrs and dirt along with the fibre, and in picker cotton it also brings the moisture that was on the plant. So machine-picked seed cotton needs drying and needs far more cleaning before ginning, and every cleaning stage that removes trash also breaks fibre and shortens staple. The specification exists to manage that trade. Too little cleaning and the lint is downgraded for trash content; too much and it is downgraded for short fibre and neps, which is the more expensive mistake because it cannot be undone. The other thing the standard has to address is contamination by the plastic of the module wrap, which is the defect spinners complain about most.
