Scope
GB/T 35590-2017 is the English-translated version of 信息技术 便携式数字设备用移动电源通用规范.
GB/T 35590-2017 is the Chinese national standard for the power bank - the portable battery pack that charges phones, tablets and other portable digital equipment.
It covers wired-output power banks with an input voltage not greater than 250 V, a DC output voltage not greater than 60 V and a single-port output current not greater than 5 A, and it is the document a Chinese buyer, a retail platform or a testing laboratory uses to decide whether a power bank performs as its label claims.
The standard defines the vocabulary - rated capacity, effective output capacity, cell or battery rated energy, effective output energy, conversion efficiency, cycle life, capacity retention, leakage, venting, rupture, fire and explosion - and then fixes the requirements: appearance and identification, interfaces, and the electrical performance that has made the standard well known, namely effective output capacity at normal, low and high temperature, capacity retention of at least 80 %, a cycle life of at least 300 cycles, a conversion efficiency of at least 80 % where the manufacturer states none, output voltage within Uout +/- 5 % and ripple and noise not greater than 200 mV.
It goes on to the environmental and safety requirements, the test methods, the quality assessment procedure and the marking, packaging, transport and storage rules.
Annex A describes the near-field RF electromagnetic field immunity test and Annex B, which is normative, gives the failure judgment criteria. Since a power bank is a lithium-ion product, the standard works alongside GB 31241 on the safety of lithium-ion cells and batteries in portable electronic equipment and GB/T 18287 on mobile phone cells.
It was issued on 29 December 2017 and has been in force since 1 July 2018; it is a first edition.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1 power bank: non-fixed power supply system composed of a cell or battery, the corresponding circuit and a shell, which may provide a stable DC output and has a weight not exceeding 18 kg so as to be portable for the user. Note 1: the power bank is commonly known as a charge pal. Note 2: the circuit may be a step-down circuit or a boost circuit, or both. Note 3: the power bank may be connected to an AC or a DC power supply for charging.
3.2 rated input voltage: input voltage value designated by the manufacturer, expressed as Uin in volts (V). 3.3 rated input current: input current value designated by the manufacturer, expressed as Iin in amperes (A) or milliamperes (mA); it is the maximum continuous consumption current at the nominal input voltage.
3.4 rated output voltage: output voltage value designated by the manufacturer, expressed as Uout in volts (V). 3.5 rated output current: sum of the output currents of each port with the same output voltage designated by the manufacturer, expressed as Iout in amperes (A) or milliamperes (mA); it is the maximum continuous output current at the nominal output voltage.
3.6 effective output capacity: effective discharge capacity to the external load where a fully charged power bank discharges at the rated output current to the cut-off, expressed in ampere-hours (A·h) or milliampere-hours (mA·h). Discharge to the cut-off means that no output voltage is available at the output end of the power bank, or that the discharge-off conditions specified by the manufacturer are met.
