Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part

1 Scope

GB/T 33130-2024 is the Chinese specification for assessing well-facilitated farmland construction, the programme under which hundreds of millions of mu of Chinese cropland have been consolidated, levelled, irrigated, drained, electrified and given road access in order to secure national grain output. The programme spends on a scale that makes independent verification necessary, and this document is the instrument of it: it establishes the general rules of the assessment, its purpose, object and scope, its basis and content, its indicators, its survey methods, principles and procedure; then the preparatory work and the baseline survey, including how assessment units are delineated, how indicators are chosen, how the field survey is conducted and how data are collected and verified; then the assessment of construction quality itself and its comprehensive scoring; then the preparation, review and archiving of the deliverables; and finally the construction of the database. Six normative annexes carry the indicator system, the meaning and data source of every indicator, the indicator bands with their criteria and scores, the grading rules, the scoring and summary sheets, and the form of the assessment report. The 2024 edition replaces GB/T 33130-2016, which is superseded, and it applies to the quality assessment carried out after a well-facilitated farmland construction project is complete.

This document establishes the general principles for the evaluation of high-standard farmland construction, and stipulates the preparation work and basic investigation, farmland construction quality evaluation, evaluation The content and requirements of results compilation and database construction. This document applies to the construction quality evaluation work after the completion of high-standard farmland construction projects.
