Scope
GB/T 32935-2025 is the English-translated version of 全球热带气旋等级.
GB/T 32935-2025 is the Chinese national standard covering grading a tropical cyclone anywhere in the world — the eight monitoring regions, the maximum mean wind near the centre at ten metres that fixes the grade, the separate scale for each region, the rule that decides which one applies when a storm crosses from one basin into the next, and the Chinese to English table of grade names that lets one basin's forecast be read against another's. It replaces GB/T 32935-2016, under the China Meteorological Administration. In force from 1 August 2025. Issued on 25 April 2025, it has been in force since 1 August 2025, replacing GB/T 32935-2016.

Foreword
This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1: Structure and drafting rules for standardization documents" Drafting.
This document replaces GB/T 32935-2016 Global Tropical Cyclone Scale. Compared with GB/T 32935-2016, in addition to structural adjustments and In addition to editorial changes, the main technical changes are as follows.
— Added the rules for the classification of tropical cyclone intensity when a tropical cyclone moves from one sea area to another (see 4.2);
— Added tropical cyclone classification indicators (see 4.3);
— The tropical cyclone classification in the South Pacific and the waters near Australia was deleted (see 3.2.2 and 3.2.3 of the 2016 edition);
— Changed other relevant information corresponding to the maximum average wind speed near the bottom center (see 5.1~5.5, 3.2.2~3.2.6 of the 2016 edition);
— Changed the sea areas that adopt the same standard for tropical cyclone classification (see 5.2, 3.2.2 and 3.2.3 of the 2016 edition);
— Added some tropical cyclone grades (see 5.2, 5.3, 5.5, Appendix B);
— Changed the range of maximum wind speed near the center corresponding to some tropical cyclone levels (see 5.3, 5.4, 3.2.4, 3.2.5 of the 2016 edition);
— Changed the name of the tropical cyclone area in the southwest Indian Ocean (see 5.4, 3.2.5 of the 2016 edition);
— Added the normative appendix "Global tropical cyclone monitoring sea area division" (see Appendix A);
— Added the normative appendix "Chinese-English comparison table of global tropical cyclone grade names" (see Appendix B).

1 Scope
This document defines the classification of tropical cyclones in various ocean areas around the world.
This document applies to operations, services and scientific research on tropical cyclones.

4 Global tropical cyclone classification method
4.1 Monitoring sea areas
According to Appendix A, the global tropical cyclone monitoring areas are divided into the Northwest Pacific and South China Sea, the South Pacific, the waters near Australia, the North Indian Ocean, and the South China Sea.
There are eight geographical regions corresponding to the Indian Ocean, Southwest Indian Ocean, North Central Pacific Ocean, Northeast Pacific Ocean, and North Atlantic Ocean (Caribbean Sea and Gulf of Mexico).
4.2 Division rules
When a tropical cyclone moves from one sea area to another, the tropical cyclone level is divided according to the tropical climate in the sea area where the tropical cyclone center is located.
The grade of rotation is divided into different levels.
The tropical cyclone grades in the Northwest Pacific and South China Sea should be classified according to the provisions of GB/T 19201-2006.
Cyclone levels should be classified according to the level regulations of the World Meteorological Organization's tropical cyclone regional professional meteorological forecast centers.
The Chinese and English names of the global tropical cyclone levels should comply with the provisions of Appendix B.
4.3 Division indicators
The tropical cyclone grade is divided according to the maximum average wind speed near the center of the bottom layer (10m).
Note. The average time of wind speed in different sea areas is different.
5 Classification of tropical cyclones in different sea areas around the world
5.1 Northwest Pacific and South China Sea
The classification of tropical cyclones in the Northwest Pacific and the South China Sea should comply with the provisions of Table 1.
