China's national terminology standard for electromagnetic metamaterials - the artificially structured materials whose electromagnetic behaviour comes from the geometry of their sub-wavelength elements rather than from the chemistry of what they are made of, and which underlie the flat lenses, the beam steering antennas, the radar absorbing surfaces and the cloaking research of the last two decades. It establishes the terms and definitions used in the field of electromagnetic metamaterials, and it applies wherever those terms are used in standards, in research and technical documents, in specifications and in teaching. A terminology standard arrives early in a field like this one, and for a reason: the subject grew out of physics rather than out of an industry, its vocabulary was coined paper by paper in several languages, and the same structure has been called different things by different groups while the same word has been used for different things. That becomes an obstacle the moment the field moves from the laboratory into procurement and certification, where a specification has to mean one thing. The standard therefore fixes the general terms - the metamaterial itself, the unit cell, the effective medium and the effective permittivity and permeability, the negative refractive index, the left handed medium - and then the terms of the structures and the phenomena: the split ring resonator and the wire medium, the metasurface and its phase gradient, the frequency selective surface, the perfect absorber, the hyperbolic and the anisotropic media, the transformation optics and the cloak, the near field imaging and the superlens, together with the characterisation terms by which such a material is measured and reported.
