Foreword

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part

1.Structure and Drafting Rules of Standardization Documents". Drafting. This document replaces GB/T 31347-2014 "Technical Requirements for Energy Saving Measurement and Verification of Communication Equipment Room Projects", and is consistent with GB/T 31347- Compared to.2014, aside from structural adjustments and editorial changes, the main technical changes are as follows:

a) The scope of application of the standard has been changed (see Chapter 1, Chapter 1 of the.2014 edition);

b) Terms and definitions have been changed (see Chapter 3, Chapter 3 of the.2014 edition);

c) The boundary diagram for the energy-saving renovation project of the communication equipment room has been deleted (see

4.1 in the.2014 version);

d) The scope of project energy consumption statistics has been changed (see Chapter 4, Chapter 4 of the.2014 edition);

e) The basic requirements have been changed (see Chapter 5, Chapter 5 of the.2014 edition);

f) The method selection in the energy saving measurement and verification methods has been changed (see 6.1,

5.3 of the.2014 edition);

g) The factors affecting energy consumption have been changed (see 6.2.1,

6.1.1 in the.2014 version);

h) Changes were made to data collection and measurement (see 6.2.6,

6.1.7 of the.2014 version);

1 Scope

GB/T 31347-2025 is the Chinese national standard covering proving that a data room retrofit actually saved energy - the baseline before the work and its adjustment for IT load and weather, the measurement boundary, the verification period, and the calculation that turns readings into a savings figure someone will be paid on. Issued on 31 October 2025, it has been in force since 1 May 2026, replacing GB/T 31347-2014.

This document specifies the boundary delineation and energy consumption statistics scope for energy-saving technology renovation projects in data centers and other communication equipment rooms. Enclosure, basic requirements, measurement and verification methods. This document applies to energy-saving renovations of data centers and other communication equipment rooms, as well as the measurement and verification of energy savings.

3 Terms and Definitions

The terms and definitions defined in GB/T 28750-2012, as well as the following terms and definitions, apply to this document.

3.1 communication room Locations where communication equipment and other information equipment are installed.

Note. This includes data centers, communication base stations, etc.

3.3 The sum of outgoing and incoming data throughput carried by information equipment within a certain period of time.
