Foreword
This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part
1.Structure and Drafting Rules of Standardization Documents". Drafting. This document replaces GB/T 30949-2014 "Post-evaluation Specification for Water-Saving Irrigation Projects". Compared with GB/T 30949-2014, except for the structure... Aside from adjustments and editorial changes, the main technical changes are as follows:
a) The "General Requirements" have been revised (see Chapter 4, Chapter 4 of the.2014 edition);
b) Added evaluation requirements for the compliance and rationality of the scheme in the "Process Evaluation" [see 7.2b)]; added evaluation of the project completion status. Requirements [see 7.3c];
c) Change "Target Evaluation" to "Effect Evaluation" (see Chapter 8,
10.2 of the.2014 edition), and modify the agricultural aspect of "Target Evaluation". Evaluation requirements for water conservation, increased production and income, land and fertilizer conservation, energy conservation and labor conservation, etc. (see Chapter 8,
8.3 of the.2014 edition);
d) The requirements for soil environmental impact assessment and soil and water conservation assessment in the "Impact Assessment" section have been revised [see 9.3b],.2014 version. 9.2b), 9.3];
e) The "Sustainability Assessment" has been amended (see Chapter 10,.2014 edition, 10.3);
f) Add an appendix "Post-evaluation indicators and key points of water-saving irrigation projects" (see Appendix A). Please note that some content in this document may involve patents. The issuing organization of this document assumes no responsibility for identifying patents. This document was proposed and is under the jurisdiction of the Ministry of Water Resources. 1 Scope

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 Projects aimed at improving irrigation water efficiency and effectiveness, with water-saving irrigation engineering and management measures as the main construction content.
3.2 Postevaluation For projects that have been completed and accepted, or projects that have not undergone completion acceptance but whose main structure has been completed and put into use for more than one year, compare them with the project's establishment and construction... The relevant documents and materials were reviewed, and the actual results achieved after the project was completed were compared and analyzed with the initially determined goals to summarize the experience and lessons learned. Effective measures and suggestions for improvement are proposed.
3.3 Process evaluation Based on the analysis of the status of each stage of the project, the following assessments are made regarding whether the project implementation process is carried out as planned, the management level of the project implementation process, and the work... Evaluations will be made regarding the quality of the work.
3.4 economic evaluation By analyzing and calculating the costs and benefits of a project, its economic rationality and financial compliance can be evaluated.
3.5 Impact evaluation The project's economic, environmental, and social impacts are evaluated using both quantitative and qualitative methods.
3.6 The project's sustainable development capacity is evaluated based on information and data available at the post-evaluation point.
