This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part

1.Structure and Drafting Rules of Standardization Documents". Drafting. This document replaces GB/T 29073-2012 "Rules for Writing Spacecraft Development Plans". Compared with GB/T 29073-2012, except for... Aside from structural adjustments and editorial changes, the main technical changes are as follows:

1.Scope This document defines the system and classification, writing principles, timing, and basis for the spacecraft development program process (hereinafter referred to as the "program process"). According to the data, writing steps, and writing content. 1 Scope

8.3.3 The planned process is as follows:

g) Short-term projects and countermeasures. Analyze and identify short-term projects, and formulate detailed short-term plans and countermeasures.

4 System and Classification

4.1 General Provisions The planning process system consists of all planning processes divided into hierarchical and phased sections according to the work breakdown structure. The top-level planning process is the system. The entire process planning workflow is defined at the provincial level, from which planning workflows at various levels, stages, and types can be derived. The planning process begins with scheme demonstration and ends with completing the user-specified tasks (e.g., launching communication satellites or remote sensing satellites into orbit). Projects delivered to users include post-delivery use, deep space exploration spacecraft completing their main missions, recoverable satellites, and payloads delivered after manned spacecraft return to Earth. 4.2 Classification by spacecraft disassembly structure hierarchy The planning process is categorized according to the spacecraft's breakdown structure as follows:

a) System-level planning process. A plan describing the development of a spacecraft system and the relationships between the system and other related systems, as well as between the system and its subsystems. process.

b) Subsystem-level planning process. A plan describing the development of spacecraft subsystems and the relationships between subsystems and between subsystems and equipment. process.

c) Equipment-level planning process. describes the planning process for the development of spacecraft equipment.

4.3 Classification by Spacecraft Stage The planning process is categorized by spacecraft phase as follows:

a) Development Process Planning Flow. Describes the planning flow of the entire spacecraft development process.

b) Phase planning process. Describes a specific development phase of the spacecraft (e.g., prototype phase) or a specific work phase (e.g., final assembly, electrical testing, etc.). The planning process of the development process (including ground testing, etc.).

5 Writing Principles

5.1 The goal is to meet user requirements while also taking into account spacecraft quality and cost control requirements.

5.2 Based on technical processes, product assurance management documents, and technical safety management documents, and taking into account project management factors such as schedule, quality, and risks, Based on the requirements of management elements and constraints such as staffing, equipment capabilities, site limitations, financial investment intensity, and outsourced components, this was compiled. 5.4 The project duration should take risks into account and be determined scientifically and reasonably while retaining a certain margin.

5.5 The number of sequential work items on the main line should be minimized as much as possible to shorten the main line work cycle. Where resources permit, auxiliary line work should be considered. Implement the work ahead of schedule to ensure a smooth transition with the main tasks.

5.6 The terminology, symbols, codes, methods and tools used are standardized and consistent.

6 Timing and Basis for Compilation

6.1 Timing of Writing The timing of writing is as follows:

a) The entire planning process should be completed before the project approval review; (b) The phase planning process should be completed before each phase begins. conceptual design phase, prototype development phase, final product development phase, and launch phase. 7.Writing Steps The steps for writing the code are as follows:

a) Break down the overall project objectives into corresponding work objectives.

8 Content Compilation

8.1 General Provisions The planning process consists of two parts. a planning flowchart and a written description. The planning process includes all work within the scope defined by this planning process. Information such as nodes, logical relationships, safeguards, and responsible units.

8.2 Project Flowchart

8.2.1 Flowcharts can be created using point-and-line diagrams, network diagrams, or Gantt charts, depending on work requirements. The tools used for creating these flowcharts should be standardized in principle. See Appendix A for an example of a flowchart.

8.2.2 The method for drawing point-line graphs is as follows:

a) The dot-line diagram consists of a timeline, main and auxiliary lines of satellite development, quality control points, technical safety control points, and markers for each stage.

b) Time axis. Located at the top of the dotted line graph, the granularity of the time display on the axis can be determined according to the specific project time cycle.

c) Main and auxiliary lines. Consisting of work content, completion time, and "-" and "-", "Work content" describes the specific work to be completed; "Completion time"... f) Stage identification. Stages are divided by solid lines perpendicular to the critical path, and the development stage name is marked above each stage.

8.2.3 The method for drawing network diagrams is as follows:

a) Symbols and labels for network diagrams. consisting of a frame representing work items, work completion time, responsible unit, and directed workflow. It consists of connecting lines, nodes between boxes, and the critical path.

b) Network Diagram Paths. Flowchart paths are divided into main lines and auxiliary lines. The main line starts from the starting point and extends to the ending point, with intermediate lines... Multiple main line segments can be connected in parallel. The endpoint of the auxiliary line is connected to the circular node on the main line.

c) Work item frame. 1) Work items in the corresponding technical process are represented by boxes.
