1 Scope

This Document specifies the requirements, test methods, test results, and test reports for child- resistant reclosable packaging.

This Document applies to the type designation of child-resistant reclosable packaging (hereinafter referred to as "child-resistant packaging") where any product needs to be opened or removed type approval from the packaging during normal use.

3 Terms and Definitions

For the purposes of this Document, the following terms and definitions apply.

3.1 Container

Packaging with bottlenecks, capable of being fitted with locking devices, made of metal, glass, plastic, or a combination of two or more materials.

3.2 Closure

A container lid with a sealing device, made of metal, plastic, or a combination of materials.

3.3 Child-resistant packaging

Packaging that is not easily opened (or for the contents to be obtained) by children, but does not affect normal use by adults.

3.4 Reclosable package

The packaging can be reclosable after being opened, and can be used multiple times while

4 Requirements

4.1 Test requirements

4.1.1 General requirements

Test shall be conducted using unused packaging. The tested container and seals shall be in normal working order, including any fillers or liners that form part of the seal. Packaging may be tested individually or as part of a series of similar packaging. When testing a series of similar packaging, it shall meet the requirements of 4.1.2.

When specifying a series of similar packaging, essential characteristics shall include, but are not limited to, the following.

a) Child-resistant system.

1) Press down and rotate;

2) Squeeze and rotate, etc.

b) Container.

1) Key dimensions;

2) Material. Glass, metal, various polymers, etc.;

3) Shape. Round, square, rectangular, oval, etc.;

4) Handle. Handle position, handle design, etc.;

5) Thread. Form, position;

6) Bottleneck. Position, direction, design, etc.;

7) Rigidity.

c) Closure.

1) Key dimensions;

2) Material. Metal, various polymers, etc.;

3) Shape. Round, square, rectangular, oval, etc.;

4) Handle. Features suitable for external gripping;

5) Thread. Form and location;

6) Sealing Features. Elastic liner, plug, etc.

4.1.2 Evaluation of series of similar packaging
4.1.2.1 Similarity requirements

Common features of a series of similar packaging shall be recorded.

4.1.2.2 Closure

If all essential characteristics of the closures in the series are similar, differing only in diameter, and the largest diameter does not exceed 1.5 times the smallest diameter; then the closures with the largest and smallest diameters shall be selected for test.

If all essential characteristics of the closures in the series are similar, differing only in diameter, and the largest diameter exceeds 1.5 times the smallest diameter; then the closures with the largest, smallest, and medium diameters shall be selected for test.

EXAMPLE. If the smallest diameter of the closure is 20mm and the largest diameter does not exceed

30mm, then the closures with the smallest and largest diameters shall be tested. If the smallest diameter of the closure is 20mm and the largest diameter is greater than 30mm, then closures with large, medium, and small diameters shall be tested.

4.1.2.3 Containers

When packaging containers have identical closures but differ only in capacity; the containers with the largest and smallest caps shall be tested.

4.1.2.4 Containers and closures

If all essential characteristics of the packaging containers are similar, and only the packaging capacity and closure diameter differ; the closures with the largest and smallest diameters shall be placed on the largest and smallest packaging containers, respectively, for test. That is, according to the 1.5 times diameter rule in 4.1.2.2, four container/closure combinations shall be selected for test.

If multiple container shapes are involved, but all other features are the same, and the closures are the same or differ only in diameter, samples shall be selected from the series; and the main shape of each packaging container shall be tested, ensuring that at least four container/closure combinations are selected for test.

If all tested packaging conforming to the provisions of 4.1.2.2 to 4.1.2.4 passes the test, then containers and closures with packaging specifications between those of the tested packaging are considered to conform to this Document.

4.1.2.5 Supplements and modifications

If, after testing and certification of this packaging series, it is necessary to add container and closure specifications beyond the certified scope, then the packaging shall be selected for testing according to the provisions of 4.1.2.2 to 4.1.2.4 to expand the established range.

Minor modifications to containers or closures can be evaluated through compliance mechanical test data.

NOTE. ISO 13127 specifies mechanical test methods for reclosable child-resistant packaging.

Other modifications beyond the range of similar packaging in this series shall be considered as separate series and tested accordingly.

4.2 Test groups

Tests shall be conducted by two groups.

--- Children aged 42 to 51 months;

--- Adults aged 50 to 70 years old.

4.3 Performance requirements

4.3.1 Child testing requirements
4.3.1.1 Test group of 200 children

Packaging tests shall be conducted according to 5.4.4, and shall meet the following requirements.

a) Without demonstration, at least 85% of the 200 children in the test group shall not be able to open the package within 5 min;

b) After demonstration to the children who failed to open the package, at least 80% of the

200 children in the test group shall still not be able to open the package within 5 min.

4.3.1.2 Continuous test

If a non-full-group test is conducted according to 6.1.2, the results shall be obtained by drawing

Figures 1 and 2.

4.3.2 Adult test requirements

When tested according to 5.5.3, 90% of eligible adults shall be able to correctly open and properly re-close the packaging.
