GB/T 23002-2017 is the English-translated version of 信息化和工业化融合管理体系 实施指南.
China's national implementation guidance for the management system for the integration of informatization and industrialization. It gives general guidance on how an organisation fulfils the requirements of that management system and supplementary explanation of the provisions of GB/T 23001-2017, without adding to, reducing or modifying those requirements. That last clause is the point of the document and it is stated explicitly for a reason. In a certifiable management system the requirements standard has to be short and abstract, because it must apply to an enterprise of any size in any industry, and an auditor may only audit against what it actually says. But an abstract requirement is also the hardest thing to implement, and organisations meeting one for the first time reliably interpret it either too narrowly, producing documents that satisfy an audit and change nothing, or too broadly, producing a project far larger than the requirement intended. Guidance closes that gap - and it must do so without becoming a requirement itself, because guidance that is audited is a requirement that was never voted on. So this part walks through the clauses of GB/T 23001 in order and explains, for each, what the requirement is aiming at, what an organisation typically has to do to meet it, what evidence usually demonstrates it, and where the common misreadings lie. It is the practical companion to the requirements: the document an implementation team works from, while the auditor works from GB/T 23001 and the vocabulary comes from GB/T 23000.
