Scope

GB/T 21063.1-2007 is the English-translated version of 政务信息资源目录体系 第1部分: 总体框架.

GB/T 21063.1-2007 is Part 1 of GB/T 21063 and presents the overall technical architecture of the government information resource catalog system, the way catalog services are formed and provided, the process by which shared information resources are located and discovered, and how the several parts of GB/T 21063 relate to one another.

Clause 1 states that this part applies to the planning and design of government information resource catalog systems.

The foreword records that GB/T 21063 is divided into six parts, covering the general framework, technical requirements, core metadata, the classification of government information resources, identifier coding rules for those resources, and technical management requirements.

After clause 1 Scope and clause 2 Normative references, clause 3 Terms and definitions introduces the two notions the architecture rests on: data that describe the characteristics of a government information resource, and the set of information obtained when standardized metadata are used to describe one particular resource.

Clause 4 Overview places the catalog system and the exchange system inside the overall framework of national e-government, next to services and applications, information resources, infrastructure, the system of laws, regulations and standards, and the management system, and treats them as basic facilities of e-government which together support cross-departmental information sharing and business collaboration while remaining independent of the business applications.

The same clause states that the architecture is built on the unified national e-government network and is meant to cover the central, provincial, municipal and county levels, using metadata to describe the characteristics of government information resources.

Its normative references are GB/T 19710-2005 on geographic information metadata and the other parts of GB/T 21063. The part was proposed by the Informatization Office of the State Council and falls under the national technical committee for information technology standardization. It was issued on September 10, 2007 and has applied since March 1, 2008.
