This standard was proposed and prepared by SAC/TC 271, National Standardization Technical Committee on Plant Quarantine.

1 Scope

China's national standard for the plant quarantine of cotton in trade, covering the whole chain from the field to the certificate. Cotton bales are a notorious vehicle for pests: the khapra beetle and the cotton boll weevil travel in the lint, broomrape and dodder seeds travel with the trash, and a single infested consignment can establish an organism in an area where it had never occurred. The rule sets out how the inspection is actually done rather than what may be imported: what the quarantine officer carries to the site, how the stockyard, the ship cabin or the container, the bedding materials and the outer packages are examined, how the turban is cut open and the cotton looked through for insect faeces, ecdysis, cottonseed, hulls, weed seeds and plant residues, and how the intercepted material is bagged, labelled and sent to the laboratory. It fixes the sampling scheme - three to ten per cent of each lot casually inspected, one sample below 50 packs, two from 50 to 100, three from 101 to 200, one more per additional 100 packs by land, air or container and per additional 500 packs in bulk by sea, each original sample weighing 2.0 kg to 2.5 kg - and separates the import route from the export route, which adds field, processing and storage quarantine before the goods are declared. The standard applies to the quarantine of tradable and non-tradable cotton, excluding unginned cotton and absorbent cotton, and closes with the evaluation of results and the issuance of the plant quarantine and fumigation certificates, including the inter-province certificate for cotton moving inside China. An annex describes the laboratory identification of the insects, fungi and weeds intercepted.

This standard stipulates the procedure and method of cotton quarantine.

This standard is applicable to quarantine of tradable and non-tradable cotton (excluding unginned cotton and absorbent cotton).

2 Normative references

3 Terminology and definition

For the purposes of this document, the following terms and definitions apply.

3.1 import quarantine: it means the quarantine of imported cotton from foreign countries or regions or cotton imported from other domestic areas.

3.2 export quarantine: it means the quarantine of exported cotton to foreign countries or regions or cotton exported to other domestic areas.

3.3 pest: it means the pathogens, pests and weeds that are harmful to the cotton during the production or storage and transportation of the cotton.

3.4 quarantine pest: it means the harmful pests or organisms that have potential economic importance to the threatened area, but have not yet occurred in this area, or that have occurred but are not widely distributed and are under the official control.

3.5 lot: a number of units of a single commodity, identifiable by its homogeneity of composition, origin etc., forming part of a consignment.

4 Quarantine requirements

4.1 Domestic quarantine requirements. Quarantine objects in growth and storage period of cotton stipulated in Catalogue of Agricultural Plant Quarantine Objects and Plants and Plant Products for Quarantine, as well as the Implementation Measures of Plant Quarantines in provinces, autonomous regions and municipalities directly under the central government, Catalogue of Quarantine Objects of Agricultural Plants (and Supplementary Catalogue) and the Catalogue of Plants and Plant Products for Quarantine (and Supplementary Catalogue).

4.2 Import quarantine requirements. Pests in growth and storage period of cotton specified by Chinese laws and regulations in the catalogue of hazardous or potentially hazardous pests and weeds. Pests of the cottons concerned in the phytosanitary bilateral agreements, protocols and memoranda signed between China and other countries or regions.
