This document was drafted in accordance with the rules provided in GB/T 1.1-2020 Directives for Standardization - Part
1.Rules for the Structure and Drafting of Standardizing Documents. This document serves as a replacement for GB/T 20134-2006 Road Traffic Information Collection - Incident Message Sets. In comparison with GB/T 20134-2006, apart from structural adjustments and editorial modifications, the main technical changes are as follows:
---The scope is modified (see Chapter 1; Chapter 1 of Version 2006);
---The content of the incident message sets is modified (see Chapter 4; Chapter 3 of Version 2006);
---The provisions for basic accident information are modified (see 5.2.1;

This document specifies the basic contents of five types of incident message sets in road traffic information collection. road traffic accident message set, road anomaly message set, traffic control message set, traffic disaster message set, and vehicle breakdown message set, etc. This document applies to database table design, data management, data dictionary construction, application software design, and user querying required for applications such as road traffic information collection, processing and dissemination.

4 Incident Message Sets
The incident message sets include road traffic accident message set, road anomaly message set, traffic control message set, traffic disaster message set, and vehicle breakdown message set. Collection shall be conducted in accordance with the data items specified in this document. Each user unit of this document may add data items based on local conditions.
5 Road Traffic Accident Message Set
5.1 Overall Data Structure Description The data structure table of the road traffic accident message set is divided into a basic accident information structure table and a relevant personnel information structure table. The two tables are linked through administrative divisions and accident numbers.
