This document was drafted in accordance with the rules provided in GB/T 1.1-2020 Directives for Standardization - Part

1.Rules for the Structure and Drafting of Standardizing Documents. This document serves as a replacement for GB/T 20134-2006 Road Traffic Information Collection - Incident Message Sets. In comparison with GB/T 20134-2006, apart from structural adjustments and editorial modifications, the main technical changes are as follows:

---The scope is modified (see Chapter 1; Chapter 1 of Version 2006);

---The content of the incident message sets is modified (see Chapter 4; Chapter 3 of Version 2006);

---The provisions for basic accident information are modified (see 5.2.1;

4.2.1 of Version 2006);

---The provisions for the structure of relevant personnel information are modified (see 5.2.2;

4.2.2 of Version 2006);

---The provisions for the structure of road anomaly information are modified (see Chapter 6; Chapter 6 of Version 2006);

---The provisions for the "traffic control message set" are added (see Chapter 7);

---The provisions for the "traffic disaster message set" are added (see Chapter 8);

---The provisions for the structure of basic vehicle breakdown information are modified (see 9.2.1;

5.2.1 of Version 2006);

---The relevant provisions for the vehicle information structure are modified (see 9.2.2;

1 Scope

GB/T 20134-2025 is the Chinese national standard covering the message that reports a traffic incident - the location and its referencing, the type and severity, the lanes affected, the expected duration and the advice, in a coded form that reaches variable message signs and navigation apps without a person retyping it. It replaces GB/T 20134-2006 after twenty years, in a period when the consumer of these messages changed from a radio bulletin to a phone. It was issued on 31 December 2025 and has been in force since 1 July 2026, replacing GB/T 20134-2006. The document is under the responsibility of the Standardization Administration of China. This page is published from the official record of the 2025 edition; the clause text of a standard this recent is not yet in circulation, and the figures, limits and tables it contains are those of the document itself, delivered in full with the English translation.

This document specifies the basic contents of five types of incident message sets in road traffic information collection. road traffic accident message set, road anomaly message set, traffic control message set, traffic disaster message set, and vehicle breakdown message set, etc. This document applies to database table design, data management, data dictionary construction, application software design, and user querying required for applications such as road traffic information collection, processing and dissemination.

3 Terms and Definitions

This document does not have terms or definitions that need to be defined.

4 Incident Message Sets

The incident message sets include road traffic accident message set, road anomaly message set, traffic control message set, traffic disaster message set, and vehicle breakdown message set. Collection shall be conducted in accordance with the data items specified in this document. Each user unit of this document may add data items based on local conditions.

5 Road Traffic Accident Message Set

5.1 Overall Data Structure Description The data structure table of the road traffic accident message set is divided into a basic accident information structure table and a relevant personnel information structure table. The two tables are linked through administrative divisions and accident numbers.
