Scope
GB/T 17751-2021 is the English-translated version of 运输船舶能源利用监测评价方法.
GB/T 17751-2021 is the Chinese national standard on survey-evaluation method of energy utilization for transport ships, in the field of services and company organization. The /T suffix marks it as a recommended standard: it is not compulsory by itself, but it becomes binding as soon as a contract, a tender or a customer specification calls it up - which in practice is how most foreign buyers meet it. It was issued on 21 May 2021 by the State Administration for Market Regulation; Standardization Administration of China, and has been in force since 1 December 2021. Classification: ICS 03.220.40, CCS R06. This page is published from the official record of the standard held by the Chinese standards administration: the identification, the dates, the classification and the issuing body are taken from there. The clause text, the tables and the numeric limits are in the document itself, which is delivered complete in English translation.

Foreword
This standard was drafted in accordance with the rules given in GB/T 1.1-2009. This standard replaces GB/T 17751-1999 "Methods for Monitoring and Evaluation of Energy Utilization of Transport Vessels". Compared with GB/T 17751-1999, Except for editorial changes, the main technical changes are as follows:
--- Deleted the terms and definitions of ship fuel unit consumption and ship fuel unit consumption rate (see
3.4 in the.1999 edition);
---Added the terms and definitions of fuel consumption and ship energy efficiency operation index (see 3.3, 3.4);
---Modified the requirements of ship energy balance test (see 5.3,
5.3 of the.1999 edition);
---Added the revised calculation method of ship energy efficiency operation index (see 5.5);
---Added the classification of monitoring data acquisition methods (see Chapter 6);
---Added the requirements of energy-saving management for the Ship Energy Efficiency Management Plan (SEEMP) (see 8.1);
---Modified the energy-saving work effect evaluation index and energy utilization level evaluation method (see 8.2, 8.3,
7.1 of the.1999 edition);
---Relevant requirements for monitoring agencies have been revised (see 9.1, 9.2,.1999 version of 9.1, 9.2);
--- Deleted content that has nothing to do with the monitoring agency (see
9.4 in the.1999 edition);
