2.1 The ship maintenance system (CWBT)

A novel, scientific and practical modern management mode for ship maintenance, formed by combining traditional ship maintenance management with the management modes and processes of the computer-based ship equipment management information systems currently in use in China and abroad, and integrating planning, management, execution, supervision and guidance. It is abbreviated as CWBT, from the initial letters of the Chinese pinyin of the four words chuanbo (ship), weixiu (repair), baoyang (maintenance) and tixi (system).

2.2 Code number list

A code catalogue compiled by breaking down, classifying and dividing the ship equipment (hull structure, propulsion plant, electromechanical equipment, special equipment, etc.). The code number list consists of two parts: the standard code number list and the ship's code number list.

2.3 Standard code number list

The catalogue of ship equipment codes designed and compiled by dividing and classifying ship equipment according to function.

2.4 Ship's code number list

The catalogue of equipment codes of a particular ship, compiled by taking the codes from the standard code number list according to the equipment actually fitted on board, when the ship's CWBT management information system is initialized.

2.5 Handbook for maintenance of equipments

A compilation, with the equipment card as its unit, of information relating to equipment maintenance, such as the main technical parameters of the equipment, the technical requirements for its maintenance, the survey requirements and the equipment attributes.

2.6 Work card

A document, with the equipment card as its unit, containing the information relating to the work instructions for periodic or time-based maintenance of ship equipment; it is the working guide for equipment maintenance. Work cards may be output as single jobs, or as all the work cards and combined work cards of one item of equipment; lists of work cards may also be output by time period, by person in charge of the equipment or by responsible department.

2.7 CWBT management information system

A man-machine system using the electronic computer as its basic means of information processing and modern communication equipment as its basic means of transmission, providing information services for ship management decisions. That is, the management information system is an integrated man-machine system, led by people, that uses computer hardware, software, network communication equipment and other office equipment to collect, transmit, process, store, update and maintain internal and external information, with the aim of the sustainable development of the shipping company and of improving its effectiveness and efficiency, supporting top-level decision-making, middle-level control and grass-roots operation in the company.

2.8 Equipment

A unit requiring separate maintenance; it may be one machine, several machines or a subsystem, or an assembly or component of a large machine. When the ship equipment is initialized, equipment shall be divided on the principle of facilitating maintenance and the performance of ship survey items.

2.9 Numbering of maintenance work

For equipment with work cards at several levels, the cyclic order of execution of the maintenance work plans at each level within one special survey period, arranged according to their planned dates of execution. The principle of execution is downward compatibility, i.e. a higher-level work card covers the maintenance requirements of the lower-level work cards.

Example: for a multi-level work card containing maintenance at the three levels D, F and H, the order of execution is: (H) DDDF (first year), DDDF (second year), DDDF (third year), DDDF (fourth year), DDDH (fifth year).

2.10 Permissible deviation of maintenance period

The maximum permissible limit by which the date (or running hours) of execution of a maintenance work card may deviate from the planned date (or running hours). The tolerance may be determined on the basis of the actual operating condition of the equipment, the requirements of the instruction manual and management experience, but shall satisfy the ship survey period requirements.

2.11 Initialization

The initial entry, for an individual ship and according to the rules of the equipment code table, of the equipment information, maintenance levels, maintenance guidance information, associated spare parts and counter settings for time-based maintenance. It is performed by the individual ship compilers together with the persons in charge of the ship equipment, taking into account the ship documentation, the requirements of the equipment instruction manuals, the ship survey requirements and management experience.

2.12 First maintenance period and planning schedule in the first maintenance period

After initialization of an individual ship has been completed and before CWBT is implemented on board, the work of determining the first planned date for each work card of the ship is called first scheduling, and the resulting schedule is the first scheduling plan. It is the maintenance work schedule of the individual ship drawn up by the individual ship compilers together with the persons in charge of the ship equipment according to the maintenance period, level and order of execution of each item of equipment and taking into account the running condition of the equipment.

4.1 Composition of management personnel

4.1.1

CWBT management personnel comprise shore-based management personnel, shipboard implementation personnel and individual ship compilers (initialization personnel).

4.1.2

Shore-based management personnel: the marine, engineering and electrical superintendents of the company (fleet).

4.1.3

Shipboard implementation personnel: the master, the chief engineer, the chief officer, the electrical officer and the persons in charge of the relevant equipment.

4.1.4

Individual ship compilers: the personnel responsible for initializing the CWBT data, such as the ship's codes, equipment cards and work cards, for an actual ship. They should generally include hull, marine engineering and electrical personnel.

4.2 Shore-based management personnel

4.2.1

They shall master the CWBT business process, the cycling principles of work cards and the methods of adjusting work plans, the adjustment of maintenance content, the linkage with ship equipment survey items, the updating of counters, the addition of temporary work cards, and the training, guidance and supervision of ship management personnel in the use of the system.

4.2.2

They shall master the methods of reviewing and processing CWBT reports and the rules for completing the various reports and records.

4.2.3

They shall master the methods of inspecting, supervising and guiding the quality of CWBT operation on board.

4.2.4

They shall use the CWBT management information system to review the monthly work instruction sheets of each ship and supervise the performance of its maintenance work; and, after analysing and processing the maintenance history data and records, give guidance on the ship's maintenance work.

4.3 Shipboard implementation personnel

4.3.1

They shall be familiar with the CWBT management information system and master the process and pattern of cyclic operation of CWBT maintenance plans, the cycling principles of work cards, the adjustment of work plans and content, the updating of counters, the arrangement of monthly or voyage maintenance work, the creation of temporary work cards, outstanding work cards, spare parts management and the methods of linkage with ship survey items.

4.3.2

The chief engineer shall use the CWBT management information system to check the quality with which each equipment officer carries out the work card instructions and the recording of maintenance execution, maintenance inspection reports and spare parts consumption, and shall follow up outstanding work cards or work cards with deficiencies.

4.3.3

They shall draw up or complete the various maintenance work plans and execution reports on time as required by the company's system documents, and upload them by ship-shore data exchange to the shore-based ship superintendent for review.

4.3.4

They shall promptly compile, report and file the relevant CWBT data and documents.

4.3.5

For ships surveyed under a planned maintenance system (PMS) for machinery, the chief engineer shall hold an authorization certificate from the classification society, keep the various maintenance records and reports as required by the society's survey guidelines, and submit them to the classification society as required.

4.4 Individual ship compilers

4.4.1

They shall have a thorough command of the rules for compiling CWBT ship codes, the principles for compiling equipment cards and work cards, and the methods of compiling maintenance items.

4.4.2

They shall master the entire business process of the operation and cycling of CWBT maintenance work plans; master the method of drawing up the CWBT first scheduling plan; and master the methods of adjusting CWBT maintenance plans and arranging daily work.

4.4.3

They shall know ship equipment and its general repair and maintenance methods, and have sound experience in ship technical management and practical work.

4.4.4

They shall be familiar with ship rules, the relevant national and international regulations and conventions, ship survey requirements, company rules and regulations and ship equipment maintenance standards, and have a certain ability to train ship users.
