This document specifies the safety requirements for offshore oil production facilities, equipment management, operations management and emergency management. This document applies to the safety management of offshore oil and gas exploitation at onshore terminals.

3 Terms and definitions

The terms and definitions defined in GB 40554.1 apply to this document.

4 Basic Requirements

4.1 In addition to meeting the requirements of this document, the safety production of shore terminals shall also meet the relevant requirements of GB 40554.1.

4.2 The operator and the contractor shall sign an oil and gas field outsourcing project safety production management agreement to clarify the safety management interface between the two parties and implement risk analysis and Measures such as level-by-level control, hidden danger investigation and management, and emergency response.

4.3 When two or more production units carry out production activities that may endanger the safety of each other in the same operation area, they should clearly The respective safety management responsibilities and safety measures to be taken during the operation process shall be clearly defined, and safety management personnel shall be designated to conduct safety inspections and coordination.

4.4 Operators and contractors shall establish and implement fire and explosion prevention, hydrogen sulfide protection, change management, inspection and maintenance operations, special Operation and other safety management systems.

4.5 The operator shall organize the certification inspection of production facilities, including annual inspection, periodic inspection and temporary inspection. Temporary inspection shall be carried out in the following cases. Time inspection. --An accident or natural disaster occurs at the terminal, causing damage to the facilities or affecting safety; --Major renovation or replacement of terminal structures, electromechanical equipment, container tanks, etc.

4.6 Fire control room duty personnel, hazardous chemical loading and unloading operators, etc. should be trained in accordance with the requirements of the relevant competent authorities and obtain the corresponding Qualification certificate.
