Personal protective equipment, also known as labor protection equipment, is the "last line of defense" to protect the lives and safety of hundreds of millions of workers. Wearing and using personal protective equipment is an important means to ensure safe production and emergency management in my country. The standard for the provision of protective equipment is to combine Article 45 of the "Safety Production Law of the People's Republic of China" and the "Management Standards for Labor Protection Articles of Employers" GB 39800 "Specifications for the Provision of Personal Protective Equipment" aims to establish the provisions and management of personal protective equipment for employers. The management requirements are composed of the following 12 parts.

1.General. The purpose is to establish the overall requirements for the provision of personal protective equipment by employers, including the principles of provision, Process, identification and assessment of workplace hazards, selection, disposal and replacement of personal protective equipment, training and use, etc.

2.Petroleum, chemical industry, natural gas. The purpose is to establish the requirements for personal protective equipment for employers in the petroleum, chemical industry and natural gas industries. Equipment requirements, identification and assessment of hazards, etc.

3.Metallurgy and nonferrous metals. The purpose is to establish the requirements for individual protective equipment of employers in the metallurgical and nonferrous metals industries, the causes of hazards Identification and evaluation of factors, etc.

1 Scope

Part 12 of China's mandatory series on the provision of personal protective equipment, covering construction - the industry that kills and injures more workers than any other, and the one where personal protection is least often the answer and most often the last line. This document specifies the overall requirements for the provision of personal protective equipment by employers in the construction industry, the identification and assessment of the hazard factors, and the requirements for the equipment. It is applied together with the general requirements of Part 1. Construction is a hard case for a provision standard for reasons that are structural rather than technical. The workplace changes every week and the hazards change with it. The workforce is transient, often subcontracted several layers deep, and the person who provides the equipment is frequently not the person who controls the site. And the dominant hazard - falling from height - is the one where equipment only works if the anchor, the training and the rescue plan are all in place, so that a harness issued without them is worse than useless because it looks like protection. The document takes the trades and the phases in turn: excavation and earthworks, formwork and concreting, steel fixing and erection, scaffolding and work at height, demolition, roofing, welding and hot work, electrical installation, confined space entry, plant operation, finishing trades and site services. For each it identifies the hazard factors and sets the equipment to be provided - head, eye and face, hearing, respiratory, hand, body, foot and fall protection - together with the conditions of use, the training, the inspection before use and the replacement, which on a construction site is where provision most often fails. Issued on 30 June 2025 and in force since 1 July 2026.

This document stipulates the overall requirements for the personal protective equipment (i.e. labor protection equipment) of each employer in the construction industry, the Identify and evaluate the requirements for personal protective equipment. 4 General Requirements

The principles, management and procedures for the provision of personal protective equipment shall be implemented in accordance with GB 39800.1.

5 Identification and assessment of hazards

Employers should take into account the characteristics of safety production in the construction industry and follow the requirements of GB 39800.1 to identify the hazards that may be involved in their production processes. Employers can identify and assess hazards based on the job categories listed in Table 1 or the types of work listed in Appendix A.
