1 Scope

GB 36980.1-2025 is the Chinese national standard on energy consumption limits for electric vehicles - part 1: passenger cars, in the field of road vehicles engineering. It carries no /T suffix, which in the Chinese system means compliance is mandatory: a product or a practice within its scope has to meet it to be lawfully made, sold or carried out in China. It was issued on 30 May 2025 by the State Administration for Market Regulation; Standardization Administration of China, and has been in force since 1 January 2026. This document specifies the application and determination of type approval for battery electric passenger vehicles, energy consumption limits, production conformity and determination of same type. This document applies to category M1 battery electric vehicles with a maximum gross design mass not exceeding 3500 kg.

3 Terms and definitions

For the purpose of this document, the terms and definitions defined in GB/T 15089 and GB/T 19596 apply.

4 General requirements

4.1 It shall determine the energy consumption of a vehicle type in accordance with GB/T 18386.1-2021.When comparing the energy consumption of a vehicle type with the limit, the unit shall be converted from W - h/km to kW - h/100 km, retaining the same significant figures.

4.2 The energy consumption of a vehicle type shall meet the corresponding limit specified in this document.

5 Application and determination of type approval

5.1 General Type approval of a vehicle shall be applied for and determined in accordance with

The production conformity of vehicles shall meet the requirements of Clause 9 in GB/T 18386.1-2021.

8 Determination of same type

If the following requirements are met simultaneously, they are deemed to be of the same type.

a) the battery cell/supercapacitor's model and manufacturer are the same;

b) the battery pack/supercapacitor assembly's nominal voltage and nominal capacity are the same;

c) the battery pack/supercapacitor's model and manufacturer are the same;

d) the drive motor's model, manufacturer, location and quantity are the same;

e) the control system (including the vehicle controller, onboard energy management system and motor controller) hardware model, software version number and manufacturer are the same, but software version changes are permitted as long as they do not increase the vehicle's energy consumption;

f) the drive type is the same;

g) the drive motor and energy storage system cooling type are the same (water cooling, oil cooling, air cooling, etc.);

h) the curb weight is the same or reduced, and the energy consumption type approval value of the base vehicle type meets the corresponding limit requirements for the vehicle type deemed to be the same;

i) the transmission type and number of gears are the same, with the gear ratio of each gear being the same or varying by no more than 8 %;

j) the tire static load radius varies by no more than 5 %;

k) the front body shape is the same, and the frontal area is the same or reduced.
