Scope
GB 28480-2012 is the English-translated version of 饰品 有害元素限量的规定.
GB 28480-2012 specifies which baneful elements are restricted in adornments - jewellery worn on the body and ornaments used to decorate interiors - and sets their limits; it applies to adornments of all materials except gems.
For nickel, it limits release to less than 0.2 µg/(cm2·week) for articles used in piercings during healing and to less than 0.5 µg/(cm2·week) for articles in prolonged skin contact such as earrings, necklaces, bracelets, rings, watch parts, buttons and zippers, with coated articles required to stay within that limit for two years of normal use.
For metallic adornments it caps the total content of arsenic, hexavalent chromium, mercury and lead at 1 000 mg/kg and cadmium at 100 mg/kg; children's jewellery (for ages 14 and under) is further limited to 300 mg/kg total lead and to soluble-element limits for antimony, arsenic, barium, cadmium, chromium, lead, mercury and selenium.
Test methods refer to GB/T 19719 and GB/T 28485 for nickel release, GB/T 28020 for X-ray fluorescence screening, and GB/T 28021 and GB/T 28019 for other elements; children's jewellery must be identified on its label.
Clauses 4 and 6 are mandatory, the rest recommended, and a one-year transition period in circulation was granted for the total-content requirements on non-precious-metal jewellery.
