Scope
GB 18523-2001 is the English-translated version of 水文仪器安全要求.
GB 18523-2001 specifies the general safety requirements for hydrologic instruments and applies to all types of hydrologic instrument.
It classifies instruments into electrical safety Classes I, II and III and sets general requirements on hazards to operators and the environment, carrier connections and power supply of unattended stations; structural requirements on stability, mechanical hazards, mechanical strength, protection, indicator lamp colours and the direction of operation of controls; and electrical requirements on safety markings, protective earthing (connection resistance not above 0.1 Omega) and lightning protection earthing (not above 10 Omega, 5 Omega in severe lightning areas).
The basic safety tests cover preconditioning for 48 h at 93% ± 2% relative humidity, insulation resistance (at least 2 MOmega, 7 MOmega or 1 MOmega by class), leakage current limits of 0.75 mA, 3.5 mA and 0.25 mA with test circuits, and a dielectric strength test to Annex D of GB 4793.1-1995; a final clause sets software and data safety requirements.
It replaces GB 9359.7-1988, adding environmental, health, carrier and unattended-operation requirements, revised low-voltage protection, the dielectric strength test and the software and data clause.
It was issued on 12 November 2001 and has been in force since 1 March 2002. Classification: ICS 07.060, CCS N93. The document runs to 7 pages, delivered complete in English translation.

Foreword
All the technical contents of this standard are mandatory.
This standard is a revision of the former GB 9359.7-1988, General technical conditions for hydrologic instruments - Safety requirements. The main revisions are as follows:
a) contents on environmental pollution, personal health, instruments and their carriers, and instruments operated unattended over long periods have been added to "General requirements";
b) on the basis of the technical experience accumulated over many years of research, production and practical application of hydrologic instruments, and taking into account the many new technologies and new components now used in hydrologic instruments, this standard has appropriately supplemented and revised the technical provisions of the former standard on low-voltage protection, instrument safety and related matters;
c) the table of basic safety symbols in the former standard has been deleted and replaced by a textual reference to the "graphical symbols for equipment" in GB 4793.1;
d) the clause on the electric strength test in the former standard has been deleted and replaced by a dielectric strength test, and the test content and method have been simplified to "shall be carried out in accordance with the relevant provisions of Annex D of GB 4793.1-1995";
e) the content "Software and data safety requirements" has been added to this standard.
From the date of its implementation, this standard replaces GB 9359.7-1988.
This standard was proposed by the Ministry of Water Resources.
This standard is under the jurisdiction of the Hydrologic Instruments Subcommittee of the National Technical Committee for Hydrologic Standardization.
Drafting organisation: Nanjing Research Institute of Hydrology and Water Conservation Automation.
Main drafters: Shi Minghua, Xu Haifeng, Wang Zhiyi, Lu Xu.
This standard was first issued in December 1988 and first revised in November 2001.
The Nanjing Research Institute of Hydrology and Water Conservation Automation is entrusted with the interpretation of this standard.
