Foreword

In order to carry out the "Law of the People's Republic of China on Prevention and Control of Environmental Pollution by Solid Wastes", "Prevention and Control of Radioactive Pollution by the People's Republic of China Law "and other laws and regulations to control the import of ships and other floating structures for the dismantling of environmental pollution, the development of this standard.

This standard specifies the requirements of the environmental protection and control of imported waste ships.

This standard is one of the series of control standards for imported solid waste environmental protection, applicable to the import of solid waste can be used as raw materials Catalog on the import of waste ships management.

This standard was first released in 1996, the first revision in 2005, this is the second revision.

The main content of this revision.

- Increasing the requirement for external radiation penetration of imported waste ships;

- Adjusted hazardous waste control requirements;

- revised inspection requirements.

Since the implementation of this standard, "the import of solid waste can be used as raw material environmental control standards - for the demolition of the ship and other floating structure "(GB 16487.11-2005) abolished.

This standard was revised by the Ministry of Environmental Protection Soil and Environmental Management Division, Science and Technology Standards Division.

This standard is mainly drafted by. China Academy of Environmental Sciences.

This standard MEP approved on December 29, 2017.

This standard since March 1, 2018 implementation.

This standard is interpreted by the MEP.

Import can be used as raw material for solid waste environmental protection control standards - For dismantling of ships and other floating structures

3 Terms and definitions

The following terms and definitions apply to this standard.

3.1 Inclusion (portability) Carried-waste

Domestic waste and cargo remnants of the accompanying crew members on imported waste ships. Articles to be used in the navigation of ships, the sea Except for the contents of the ship and their residues.

3.2 Tons of Light tonnage

The displacement of the ship at no-load is the unit of measurement of the weight of the ship itself.

3.3 Hazardous chemical substance

Chemical substances in the "Hazardous Chemicals Catalog" promulgated by relevant departments of the People's Republic of China.

4 Control standards and requirements

4.1 Radioactive pollution control of imported waste ships should meet the following requirements.

a) No radioactive waste is mixed with the used vessel

b) The penetration rate of external radiation through the imported waste ships does not exceed the normal natural radiation background of the port where the port of entry is located 0.25µGy/h;

c) The level of radioactive contamination of the surface alpha, beta of a scrap ship is. Maximum detection level of 300 cm2 at any part of the surface the average alpha does not exceed 0.04 Bq/cm2 and beta does not exceed 0.4 Bq/cm2;

d) The specific activity of radionuclides in used ships should be less than the limits in Table 1.

Table 1 radionuclide specific activity limits

Nuclide specific activity (Bq/g) Beta-gamma mixture of unknown ingredients 0.3 Alpha mixture of unknown ingredients 0.1

4.2 Abandoned bombs, shells and other explosive ordnance ammunition are not mixed in the abolished ships.

4.3 Imported waste ships do not contain unwashed waste oil tankers.

4.4 Vessels should strictly limit the inclusion of the following inclusions (portraits), the total weight should not exceed the import tonnage of light-tonnage 0.01%.

a) asbestos waste or asbestos-containing waste (other than asbestos insulation and insulation of the ship itself);

b) Residues of oil and sludge in the cargo space of a spent ship;

c) Sealed containers (except for the ship itself);

d) Wastes from the National List of Hazardous Wastes;

e) According to GB 5085.1 ~ GB 5085.6 identification criteria for identification, where corrosive, toxic, flammable, anti-Other Hazardous Wastes with One or More Hazardous Characteristics

4.5 The asbestos content of insulating and insulating materials used as the ship itself in abolished ships should not exceed 0.08% of its light tonnage.

4.6 Except for the inclusions listed in the above articles, other inclusions (carriers) should be restricted in the used vessels imported by tow line.

The total weight should not exceed 0.05% of its light tonnage.

4.7 In addition to the inclusions listed in the above articles, the total weight of other inclusions (carriers) W waste should meet the following formula to calculate the requirements.

1.5TN <= waste W

Where. W waste - ship other inclusions (portability) total weight, kg;

T-mooring time after arrival in port, d;

N - The number of crew members should be on board;

1.5-factor, kg/person · d.

4.8 The cargoes listed in 4.4 and other transport vessels dedicated to hazardous substances must have been cleaned. Importer the inspection agency shall declare the names and main components of the substances listed in Article 4.4 and other dangerous chemical substances once carried.

4.9 The emission of pollutants from waste ships should meet the requirements of GB 3552.

5 Test
