This third part of the series on real-name registration systems for telecommunications services deals with telematics device SIM cards, the cards used in connected vehicles. It specifies the functional, performance and security requirements that road motor vehicle manufacturers and telecommunications enterprises must follow when they use the telematics card real-name registration system for network access, changes of real-name information and supplementary registration.

The part applies to the construction, operation and maintenance, and security assessment of the telematics card real-name registration system. Vehicle makers, telecommunications enterprises, system developers and security assessors can use it. It is a voluntary standard, as the /T in the code shows, approved by the Ministry of Industry and Information Technology. It was issued on 1 June 2026 and takes effect on 1 September 2026. It is a new standard.
