This first part of the series on real-name registration systems for telecommunications services covers fixed telephone cards and mobile phone cards. It specifies the functional, performance and security requirements that telecommunications enterprises must follow when they use the industry's real-name registration system to handle fixed telephone and mobile telephone services: network access, changes of information, supplementary registration and secondary real-person authentication.

The part applies to the construction, operation and maintenance, and security assessment of the telecommunications industry real-name registration system. Telecommunications enterprises, system builders and assessors are its natural readers. It is a voluntary industry standard, as the /T in the code indicates, approved by the Ministry of Industry and Information Technology. It was issued on 1 June 2026 and takes effect on 1 September 2026. It is a new standard.
