Part 2 of the series sets out the platform requirements for application layer key management in end-to-network collaboration. It specifies the technical requirements for the application layer key management function based on the AKA authentication of 4G/5G mobile networks or on the authentication system of the operator's USIM card. The requirements cover the platform architecture, basic functional requirements, reference procedures, interface requirements and security requirements of that function.

The document applies to the design and development of application layer key management functions that support mobile networks and operate in end-to-network collaboration. Its users are mobile network operators, platform and system developers, and vendors of terminals and network equipment. It is a voluntary standard (code with /T). It was approved by the Ministry of Industry and Information Technology, issued on 15 April 2026 and takes effect on 1 August 2026. It is a new standard.
