This is Part 1 of the series on application layer key management for end-to-network collaboration. It specifies the technical requirements for such key management, mainly the reference architecture, basic functional requirements, security requirements, application layer key management itself, and reference procedures. The document applies to technical research and development of application layer key management in which the terminal and the network work together, and to the design and development of the related product systems.

The part is used by developers of key management systems, designers of terminal and network products, and operators and vendors that build such systems. It is a voluntary standard (code with /T). It was approved by the Ministry of Industry and Information Technology, issued on 15 April 2026 and takes effect on 1 August 2026. It is a new standard. Later parts of the series deal with specific aspects, and this part supplies the general requirements for them.
