3 Terms and definitions
The following terms and definitions as defined in GB/T 5907 and GB/T 19596 apply to this standard.
3.1 Code of practice for operation
Normative procedures established for specific fire fighting and emergency rescue techniques.
4 General regulations
4.1 Rescuers
4.1.1 Technical requirements
Rescuers should receive relevant training and be fully familiar with the high-voltage system structure of local mainstream brands and models of electric vehicles.
4.1.2 Protection requirements
Rescuers should be protected against electrical insulation when handling collisions. Water-related protective equipment should be worn when wading rescues.
When the vehicle is disposed, it should be protected by electrical insulation to prevent electric shock.
4.2 On-site alert
4.2.1 The warning range should be determined according to the investigation and monitoring situation, and the warning sign should be set.
2T/CSAE 85 -.2018
4.2.2 The working area should be set within 15 m of the accident vehicle, prohibiting the entry of unrelated vehicles, personnel and vessels; at 5 m the work area is set up and only the rescuers who are directly responsible for treating or rescuing the trapped person are allowed to enter.
4.2.3 The flammable and toxic gases should be continuously monitored, and the temperature of the power battery part of the accident vehicle should be monitored in real time, and the warning range should be adjusted in time.
4.3 Vehicle Identification
4.3.1 External identification
4.3.1.1 Vehicle number plate recognition
Rescuers should determine whether the accident vehicle is an electric vehicle based on the national vehicle number plate policy.
4.3.1.2 Electric vehicle identification
Rescuers should carefully observe the body, and should have an electric vehicle logo, such as "EV", depending on the body, especially at the rear of the body.
The words "Hybrid", "E**", "Electric Vehicle", "Hybrid" and so on determine whether the accident vehicle is an electric vehicle.
4.3.2 Internal identification
4.3.2.1 Rescuers should know the position of the high voltage components and the power off switch in advance according to the vehicle information through the on-board guide or the network inquiry.
4.3.2.2 Rescuers should first confirm the location of the orange parts and the parts with orange markings before operating the vehicle.
And check the content requirements of the relevant logo.
4.4 Vehicle Investigation
The damage of the power battery and high-voltage system of the accident vehicle should be judged through external observation and instrument monitoring, and the power battery should be evaluated.
Risk factors and consequences of explosions that may be triggered, and prepare for accident rescue.
4.5 Vehicle fixing
4.5.1 Wheel fixing
According to the state and location of the accident vehicle, it is reasonable to adopt stable techniques such as short-legged and long-legged, and use equipment such as support rods.
Effectively stabilize the car body, create safe working conditions, and effectively prevent vehicle movement.
4.5.2 Car brakes fixed
Make sure that the vehicle activates the handbrake or foot brake and that the gear is in the park.
4.6 Power cut
4.6.1 Automatic power off
Turn off the vehicle start switch, load the vehicle key with automatic start function into the signal shielding bag or place it 10m away from the accident vehicle Outside.
3T/CSAE 85 -.2018
4.6.2 Manual power off
The accident vehicle should be manually powered off after ensuring automatic power failure to ensure that the power line is in a power-off state.
Find the position to cut off the low-voltage power supply, cut off the low-voltage line; cut off the power line according to the emergency rescue manual provided by the manufacturer.
5 Collision accident rescue
5.1 Disposal procedures
a) identify the vehicle and determine the rescue plan after evaluation;
b) Do a good job in the safety protection of rescue workers;
c) fix the vehicle and cut off the power before operation;
d) determine the location of the high voltage battery and components;
e) personnel search and rescue and vehicle disposal;
f) Site cleaning.
5.2 Personnel search and rescue
5.2.1 The rescue plan should be determined based on the site conditions and fully consider the possible risk factors in the rescue process.
5.2.2 It is advisable to create according to the relevant provisions of the industry standard "Guidelines for the Resolving Persons with Trapped Road Traffic Accidents" (GA/T 1276) Establish a rescue channel.
5.2.3 Use a fire-fighting integrated gas mask or air respirator as appropriate to provide respiratory protection for trapped and rescue workers.
If the battery has electrolyte leakage, fire, smoke or bubbling, open the window and trunk ventilation to prevent large smoke.
If the ventilation conditions on the site are poor, artificial blasts may be used to dissipate the toxic and harmful gases on the site by means of air blowers.
5.2.4 Avoid high-voltage electric cables and power batteries, use equipment such as demolition, lifting, struts, traction, etc.
Rescue methods to help people in distress escape from the predicament.
5.2.5 For passenger cars that collide or tip over, manually open the manual emergency switch on the side of the door from the outside to open the escape pass.
Road. When the door cannot be opened, the door and window should be quickly dismantled to rescue the trapped person.
5.2.6 According to the trapped state of the trapped person, the injured part, etc., the medical emergency personnel will take corresponding rescue measures and maintain Vital signs, and timely eliminate the risk of electric shock, leakage, etc., the rescued personnel are rescued and then delivered to the medical emergency personnel for ambulance.
5.3 Vehicle disposal
5.3.1 Deterrent personnel should be protected by appropriate measures such as fire blankets.
5.3.2 It is strictly forbidden to contact the damaged battery system during the process of demolition. It is strictly forbidden to use tools to cut high-voltage power supply lines or penetrate high-voltage power supply.
System components to prevent possible shock hazards.
5.3.3 For vehicles that have been cut off from the power supply, the demolition tool should be used to dismantle the deformed compartment of the car to rescue trapped personnel.
5.3.4 The state of the power battery should be observed dynamically when the accident vehicle is demolished. For the battery damaged vehicle, the safety officer should Perform a full observation of the damaged battery, and use the thermal imager, thermometer and other equipment to monitor the battery temperature in real time, once found inside when the temperature rises sharply or smoke is released, the operation should be stopped immediately, and the water spray should be used to cover the cover to prevent the sudden threat.
Difficult personnel and rescue workers are safe.
5.3.5 If a fuel leak occurs in an accident, the foam should be sprayed to cover the leakage area during the demolition to prevent metal collision or demolition.
The spark generated causes the oil vapor to explode and burn.
4T/CSAE 85 -.2018
5.3.6 When the electrolyte leaks, wear a full set of respiratory protective equipment and control the external fire source to avoid the ignition of the electrolyte.
5.3.7 If possible, use electrolyte materials to collect electrolytes to prevent them from polluting the environment.
5.4 Accident rescue under charging
5.4.1 The charging station power supply location should be determined first and cut off.
5.4.2 In the case of ensuring personal safety, the first step is to remove the charging gun of the electric vehicle or cut the charging cable.
Open the connection between the charging device and the vehicle, and then follow the above procedures for fire fighting and emergency rescue.
5.5 Site cleaning
5.5.1 The site should be inspected and cleaned thoroughly and carefully, and handed over to the owner and relevant departments. Should be counted when evacuating the scene Staff, finishing equipment and equipment.
5.5.2 Remind the owner and relevant departments to properly handle the damaged battery and reasonably adopt a transshipment method to prevent the accident vehicle from being transported and after During the period of standing, it caught fire.
5.5.3 The vehicle should be placed 15 m away from the building or other vehicle before the high-voltage battery is fully discharged.
5.5.4 When transferring vehicles, the trailer cannot be directly carried out and should be transferred according to the relevant technical requirements.
