3 Terms and definitions
The following terms and definitions as defined in GB/T 5907 and GB/T 19596 apply to this standard.
3.1 Code of practice for operation
Normative procedures established for specific fire fighting and emergency rescue techniques.
3.2 Active fire extinguishing offensive attack
An active fire-fighting tactic is used when there is a person trapped or a high-voltage battery does not catch fire, in the case of personal protection.
3.3 Controlled fire extinguishing defensive attack
When the high-voltage battery burns and no one is trapped, in the case of insufficient fire-fighting conditions, a control site is adopted, Stable combustion disposal tactics.

4 General regulations
4.1 Rescuers
4.1.1 Technical requirements
Rescuers should receive relevant training and be fully familiar with the high-voltage system structure of local mainstream brands and models of electric vehicles.
4.1.2 Protection requirements
Rescuers should wear full personal protective equipment and respiratory protection when handling fire incidents.
4.2 On-site alert
4.2.1 The warning range should be determined according to the investigation and monitoring situation, and the warning sign should be set.
4.2.2 The working area should be set within 15 m of the accident vehicle, prohibiting the entry of unrelated vehicles, personnel and vessels; at 5 m Surrounding the working area, only the rescuers who are directly responsible for treating or rescuing the trapped person are allowed to enter, and the firefighting and rescue personnel should not be in the range of 5 m.
Work inside.
4.2.3 The flammable and toxic gases should be continuously monitored. It is advisable to monitor the temperature of the power battery part of the accident vehicle in real time and adjust the warning range in time.
4.3 Vehicle Identification
4.3.1 External identification
4.3.1.1 Vehicle number plate recognition
Rescuers should determine whether the accident vehicle is an electric vehicle based on the national vehicle number plate policy.
4.3.1.2 Electric vehicle identification
Rescuers should carefully observe the body, and should have an electric vehicle logo, such as "EV", depending on the body, especially at the rear of the body.
The words "Hybrid", "E**", "Electric Vehicle", "Hybrid" and so on determine whether the accident vehicle is an electric vehicle.
4.3.2 Internal identification
4.3.2.1 Rescuers should know the high-voltage components and the power-off switch in advance according to the vehicle information through the on-board guide or the network inquiry.
position.
4.3.2.2 Rescuers should first confirm the location of the orange parts and the parts with orange markings before operating the vehicle.
And the content requirements of the relevant logo.
4.4 Vehicle Investigation
The damage of the power battery and high-voltage system of the accident vehicle should be judged through external observation and instrument monitoring, and the power battery should be evaluated.
Risk factors and consequences of explosions that may be triggered, and prepare for accident rescue.
3T/CSAE 84 -.2018
4.5 Vehicle fixing
4.5.1 Wheel fixing
According to the state and location of the accident vehicle, it is reasonable to adopt stable techniques such as short-legged and long-legged, and use equipment such as support rods.
Effectively stabilize the car body, create safe working conditions, and effectively prevent vehicle movement.
4.5.2 Car brakes fixed
Make sure that the vehicle activates the handbrake or foot brake and that the gear is in the park.
4.6 Power cut
4.6.1 Automatic power off
Turn off the vehicle start switch and load the vehicle key with automatic start function into the signal shielding bag or place it 10 m away from the accident vehicle Outside.
4.6.2 Manual power off
The accident vehicle should be manually powered off after ensuring automatic power failure to ensure that the power line is in a power-off state.
Find the position to cut off the low-voltage power supply, cut off the low-voltage line; cut off the power line according to the emergency rescue manual provided by the manufacturer.
5 Fire accidents
5.1 Disposal procedures
a) identify the vehicle;
b) investigating the environmental situation and determining the fire fighting plan adopted;
c) protect the rescue personnel;
d)) Fire fighting
e) fixing the vehicle after the fire has been extinguished;
f) power down if necessary;
g) Site cleaning.
5.2 Fire extinguishing agent
5.2.1 When the high-voltage battery is not on fire, it can be extinguished according to the traditional vehicle fire disposal method.
5.2.2 When the high voltage battery is on fire, a large amount of continuous fire water should be used.
4T/CSAE 84 -.2018
5.3 Fire fighting methods
5.3.1 Active fire extinguishing
5.3.1.1 When a person is trapped or the high-voltage battery does not catch fire, active fire suppression should be selected.
5.3.1.2 It is strictly forbidden to pierce, cut, smash, remove, etc. the structure of the vehicle, so that the fire extinguishing agent can be sprayed smoothly Inside the battery.
5.3.1.3 It is strictly forbidden to use tools to pierce the hood and avoid penetrating the high-voltage components of the engine area and causing severe electric shock.
5.3.1.4 If the high voltage battery is on fire, the temperature of the power battery should be monitored in real time to prevent heat diffusion or re-ignition.
5.3.2 Controlled fire extinguishing
5.3.2.1 When high-voltage batteries are burned, no personnel are trapped and there is not enough water, controlled fire-fighting can be used.
5.3.2.2 When the fire extinguishing agent is difficult to reach the combustion unit of the battery, it can control the on-site and stable combustion.
5.3.2.3 Any person not wearing respiratory protective equipment should be in a wind direction to avoid inhaling toxic substances in the smoke.
5.3.3 Operation without open flame
When there is no open flame in the battery accident, when a large amount of smoke is emitted, it should be used after ensuring that other intact batteries are unloaded from the vehicle.
Large, continuous water continuously sprays the smoking area to reduce temperature and reduce the impact of toxic and harmful gases on the surrounding environment.
5.4 Fire Accident Rescue under Charging
5.4.1 The charging station power supply location should be determined first and cut off.
5.4.2 In the case of ensuring personal safety, the first step is to remove the charging gun of the electric vehicle or cut the charging cable.
Turn on the connection between the charging device and the vehicle, and then follow the above procedure for fire accident rescue.
5.5 Site cleaning
5.5.1 After the fire is extinguished, fix the vehicle and power off.
5.5.2 The site should be inspected and cleaned thoroughly and carefully, and handed over to the owner and relevant departments. Should be counted when evacuating the scene Staff, finishing equipment and equipment.
5.5.3 Remind the owner and relevant departments to properly handle the damaged battery and reasonably adopt a transshipment method to prevent accident vehicles from being transported and after During the period of standing, it caught fire.
5.5.4 The vehicle should be placed 15 m away from the building or other vehicle before the high-voltage battery is fully discharged.
5.5.5 When transferring a vehicle, the trailer cannot be directly towed and should be transferred according to the requirements provided by the manufacturer's technician.
