Introduction
1,3-butadiene, also known as the Union, vinyl ethylene at room temperature is a colorless, faint aroma gas with anesthesia and thorns Excitations. Extensive use of 1,3-butadiene, synthetic rubber and plastics industry and production of important raw material resin. Health of 1,3-butadiene Produced mainly in Sinopec, PetroChina, CNOOC Corporation-owned enterprises, the annual production capacity of more than 94% of national output, the main Importing countries are South Korea and Thailand.
In accordance with the United Nations "on the Recommendations on the Transport of Dangerous Goods Model Regulations" (UNRTDG) classified as class 2.1 (flammable gases) risk Dangerous goods, the UN number 1010.1,3- butadiene flammable, mixed with air can form explosive mixtures, contact heat, sparks or flame Oxidants combustion explosion.
In March 2011 the State Council issued the "dangerous chemical safety regulations" [591 State Council Decree] provides for inspection and quarantine departments Responsible for the import and export of hazardous chemicals and their packaging implementation of the inspection. To ensure the effective implementation of the relevant inspection and quarantine operations, standardize import and export Dangerous chemicals and packaging inspection and supervision work, the development of this standard.
Inspection of import and export of hazardous chemicals 1,3-butadiene Warning. Use of this standard should have the relevant inspection or testing work experience and relevant qualifications.
