Foreword
SN/T 3656 "import and export of dangerous chemicals to test technical specifications" is divided into seven sections.
--- Part 1. Explosives;
--- Part 2. Gas;
--- Part 3. Flammable liquids;
--- Part 4. flammable solids, spontaneously combustible materials and flammable when wet;
--- Part 5. oxidizers and organic peroxides;
--- Part 6. Acute toxicity;
--- Part 7. corrosive substances.
This section SN/T 3656 Part 5.
This section drafted in accordance with GB/T 1.1-2009 given rules.
This section proposed and managed by the National Certification and Accreditation Administration Committee.
Introduction
With the social development and technological progress, dangerous chemical species are also increasing, which covers safety regulations has become even more widespread in the country "List of Hazardous Chemicals" (2002 edition) published in the existing 3,800 different species of dangerous chemicals, while the United Nations "on the crisis Recommendation Model Regulations dangerous goods transport "(TDG) and the" Globally Harmonized System of Classification and Labeling "(GHS) for the transport of dangerous chemicals and other transportation, packaging and labeling are also relevant requirements, and hazardous chemical species given clearly defined. Oxidizing substances and organic peroxides Press According to the United Nations "on the Recommendations on the Transport of Dangerous Goods Model Regulations" are classified as Class 5 dangerous goods, hazardous chemicals towers, this includes both hydrogen peroxide, sodium peroxide and other oxidizing substances, including peroxide and cyclohexanone and other organic peroxides, import and export volume, risk the risk is high. In March 2011 the State Council issued the "dangerous chemical safety regulations" [State Council Decree 591] clear, Inspection and Quarantine Department is responsible for the import and export of hazardous chemicals and their packaging implementation of the inspection. To ensure the effective inspection and quarantine to carry out related business, regulate the import and export Hazardous chemicals inspection procedures need to be developed in this section.
This part can be used as the basic requirements for hazardous chemicals oxidizing substances and organic peroxides detection, but also as the development of specific oxidation Substances and organic peroxides product testing specifications guidance documents to ensure that series of standards harmonization.

Oxidizing solids oxidizingliquids Itself is not necessarily combustible, may, generally by yielding oxygen, cause or contribute to the combustion of other substances.
Organic peroxides Liquid or solid organic material containing a divalent -OO- structure, can be seen as one or two hydrogen atoms are replaced by an organic peroxide group Derivatives of hydrogen, the term also includes a mixture of an organic peroxide. Organic peroxides are thermally unstable substances or mixtures, which may undergo exothermic self Accelerating decomposition. In addition, they may have one or more of the following properties.
