Scope
QB/T 2689-2026 is the English-translated version of 滤嘴棒纸.
QB/T 2689-2026 is the industry standard for filter rod paper, the paper used to wrap the filter rods from which cigarette filters are made. It deals with this one paper product and gives the technical basis on which it is made, supplied and judged. Other papers used in tobacco products are outside its title. The document is meant to give buyers and sellers one shared reference, so that a supply agreement or a quality check can point to a single published text instead of to each party's own practice.
Paper mills that produce it, makers of filter rods and cigarette filters, testing laboratories, traders and buyers can use it when agreeing on the quality of a delivery. It is a voluntary industry standard (code with /T), approved by the Ministry of Industry and Information Technology. It was issued on 13 February 2026 and takes effect on 1 September 2026. It replaces QB/T 2689-2015.
