Scope
NB/T 51029-2015 is the English-translated version of 煤矿井巷工程质量评价标准.
NB/T 51029-2015 sets out how the quality of shaft and drift works in coal mines is evaluated after acceptance, replacing MT 5009-94. It is an evaluation standard rather than a construction specification: it gives the assessor a scoring method so that the quality of a completed mine opening is judged consistently. The works fall into six types - vertical shafts, inclined shafts and adits, roadways, underground chambers, underground safety installations, and track laying. Each work is divided into its parts, and each part is judged on five evaluation elements: the site conditions, the testing performed on the work, the quality records, the measured tolerances, and the visual appearance. The standard sets the general provisions and defined terms, then the basic requirements on the organisation carrying out the evaluation and on the division of the works. Foreword
This document was issued on 2 April 2015 by the National Energy Administration of the PRC and takes effect on 1 September 2015.
It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.
It is classified under ICS 73.020, Chinese classification P 00/09.
It replaces MT 5009-94, which is superseded.
This standard was prepared by the China National Coal Construction Association, which organized the relevant units to draft it jointly, in accordance with the Notice of the National Energy Administration on Issuing the First Batch of Energy Sector Industry Standard Formulation and Revision Plans for 2012 (Guo Neng Ke Ji [2012] No. 83) and the relevant requirements for standard drafting.
During the drafting process the drafting group carried out extensive investigation and research, conscientiously summarized practical experience, solicited in various forms the opinions of the relevant units and experts of the national coal construction industry, and held a number of meetings for discussion, study and revision before finalizing this standard.
This standard takes six categories of works as its main evaluation objects: vertical shafts, inclined shafts and adits, drifts (roadways), chambers, underground safety structures and underground track laying. Each unit project is divided into a number of evaluation elements, and the quality of each evaluation element is evaluated against five evaluation items: quality assurance conditions of the construction site, physical performance test, quality records, measured dimensional deviation and limit value, and impressional quality. On this basis a comprehensive quality evaluation of the unit project is carried out.
This standard consists of 12 chapters and 2 appendices. Its main contents are: general provisions; terms; basic requirements; evaluation methods; evaluation of quality assurance conditions at the construction site; quality evaluation of vertical shaft works; quality evaluation of inclined shaft and adit works; quality evaluation of drift works; quality evaluation of chamber works; quality evaluation of underground safety structure works; quality evaluation of underground track laying works; comprehensive quality evaluation of the unit project; Appendix A, test and evaluation table of physical performance of shaft and drift engineering in coal mines; and Appendix B, measurement and evaluation table of dimensional deviation and limit value of shaft and drift engineering in coal mines.
This standard is under the administration of the National Energy Administration. The China National Coal Construction Association is responsible for its day-to-day management and for the adjustment and modification of individual provisions, and the chief editorial units are responsible for the interpretation of its specific technical content.

Announcement of the National Energy Administration (2015 No. 3)
In accordance with the relevant provisions of the Notice of the National Energy Administration on Issuing the Administrative Measures for Standardization of Energy Sector Industry Standards (Trial) and Its Implementing Rules (Guo Neng Ke Ji [2009] No. 52), and after review, the National Energy Administration approved 203 industry standards, beginning with Carbon Steel and Low Alloy Steel for Pressurized Water Reactor Nuclear Power Plants — Part 31: 15Mn Forgings for Containment Vessels. Of these, 106 are energy standards (NB) and 97 are electric power standards (DL); they are hereby published. The announcement is dated 2 April 2015.
In the annexed catalogue of industry standards, item No. 97 is NB/T 51029-2015, Standard for Quality Evaluation of Shaft and Drift Engineering in Coal Mine. It replaces MT 5009-94, was approved on 2015-04-02 and is implemented from 2015-09-01.

1.0.1 This standard is formulated in order to strengthen the quality management of shaft and drift engineering in coal mines, to unify the methods for evaluating the quality of shaft and drift engineering in coal mines, and to standardize the quality evaluation work for such engineering.
1.0.2 This standard is applicable to the quality evaluation of shaft and drift engineering in coal mines.
1.0.3 The prerequisite for the quality evaluation of shaft and drift engineering in coal mines is that the engineering quality has passed acceptance.
1.0.4 The result of the quality evaluation of shaft and drift engineering in coal mines is the main basis for the quality certification of the unit project.
1.0.5 The selection of excellent shaft and drift engineering in coal mines shall be carried out on the premise that the engineering quality evaluation has reached the grade of fine (excellent).
1.0.6 In addition to complying with this standard, the quality evaluation of shaft and drift engineering in coal mines shall also comply with the provisions of the current relevant national and industry standards.
2 Terms
2.0.1 Engineering quality evaluation: the inspection and assessment activity carried out on the physical quality of a construction project and on the related quality behaviour and the management of technical documentation.
2.0.2 Evaluation unit (evaluation organization): an intermediary agency, entrusted by the construction (owner) unit, that has the capability to carry out engineering quality evaluation.
2.0.3 Evaluation element: the basic unit of the quality evaluation of shaft and drift engineering in coal mines.
2.0.4 Evaluation items: the constituent contents that reflect the engineering quality status of an evaluation element.
2.0.5 Check items: the specific contents of an evaluation item that are subject to sampling inspection, actual measurement and verification.
2.0.6 Quality assurance condition of construction site: the quality assurance system, quality control measures and management rules that the construction site must have in place in order to ensure that the engineering quality control objectives are achieved.
2.0.7 Physical performance test: the activity of measuring, inspecting and testing the performance indicators of the physical works and comparing the test results with the design requirements or the provisions of standards, in order to determine whether each performance indicator meets the requirements.
2.0.8 Quality records: the written, audio and video documents generated during engineering construction activities concerning measures to ensure engineering quality, material certificates, construction records, test and inspection reports, records of work results and the like.
2.0.9 Measured dimensional deviation and limit value: the activity of measuring the allowable deviation items and dimensional limit value items of the physical works and comparing the measured results with the specified values, in order to show whether each deviation value meets the requirements and the degree to which it meets them.
2.0.10 Impressional quality: the evaluation made by the evaluators of the appearance quality, overall harmony and practicality of the physical works, on the basis of visual inspection, hands-on experience or, where necessary, supplementary measurement.
2.0.11 Composite support: in shaft and drift engineering in coal mines, a support structure composed of two or more forms of support.
2.0.12 Coincidence rate: in the inspection of an item, the ratio of the number of points whose detected values comply with this standard to the total number of detected points of the check item.
2.0.13 Fine engineering: a project that, on the premise of having passed acceptance, reaches the indicators specified in this standard through a comprehensive evaluation of the various quality parameters of the works.
