NB/T 33004-2020 is the English-translated version of 电动汽车充换电设施工程施工和竣工验收规范.
NB/T 33004-2020 governs the construction and completion acceptance of charging and battery swapping infrastructure for electric vehicles, replacing the 2013 edition. It covers the stations where vehicles are charged by conductive connection and the stations where depleted battery packs are exchanged for charged ones, together with the systems that monitor and manage them. Wireless charging, automated charging couplers and installations that return energy to the grid are outside its scope. The standard sets the general provisions and the basic requirements on the parties, the qualification of contractors, the materials and equipment accepted on site, and the records to be kept. It then covers the construction and acceptance of each part of a station: the power supply system with its transformers, switchgear, cables and metering; the chargers and charging posts, their installation, earthing and protection; the battery swapping equipment and the battery storage and charging racks; the monitoring, communication and management systems; the civil works including foundations, canopies, buildings and the parking and traffic arrangements; and the fire protection, lighting and safety signage. Energy saving and environmental protection during construction are addressed. The completion acceptance procedure follows - the conditions for acceptance, the inspection and testing to be witnessed, the documents to be submitted and the final evaluation - with appendices giving the report formats.

Foreword
This document was issued on 23 November 2020 by the National Energy Administration of the PRC and takes effect on 1 February 2021.
It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.
It is classified under ICS 29.200, Chinese classification K81.
It replaces NB/T 33004-2013, which is superseded.
This code supersedes NB/T 33004-2013 'Code for construction and completion acceptance of electric vehicle charging/battery swap infrastructure'. Compared with NB/T 33004-2013, apart from editorial changes, the main technical changes are as follows.
The standards cited in the original standard that have since been withdrawn, or that had not yet been published at that time, have been replaced and updated.
'2 Basic requirement' of the new standard revises '2 Basic requirement' of the original standard, adding installation requirements for electrical equipment (see 2.1.16).
In '3 Power-supply system', the original 'power quality of the power-supply system' has been revised to 'power quality at the point of connection of electric vehicle charging/battery swap infrastructure to the public grid' (see 3.2.6).
In '4 Charging system', 'Construction' has been revised: requirements for power supply cables and secondary circuits have been added, together with requirements on charging equipment marking, installation height, theft protection, rain and snow protection and maintenance space.
In the 'Completion acceptance' of chapter 4, the performance parameters 'electromagnetic compatibility' and 'mean time between failures' have been deleted, and requirements for the structure, performance, protection and maintenance of AC charging piles and for the power quality of off-board chargers have been added.
The requirements for the 'completion acceptance of chargers used in battery swap stations' have been moved and merged into the chapter '5 Battery swap system'.
In '5 Battery swap system', 'Construction' has been revised: installation requirements for battery transfer equipment and battery swap equipment and grounding requirements for battery swap stations have been added, together with recommendations on the zoning of battery swap stations.
In the 'Completion acceptance' of chapter 5, 'charging rack', 'battery swap equipment', 'battery box storage rack' and 'battery box transfer equipment' have been merged into 'battery swap system'.
Requirements on the smooth operation of mechanisms, battery swap time, special operations such as hoisting, and security protection have been added to the completion acceptance of the battery swap system.
In '6 Monitoring system', 'Construction' has been revised: construction requirements for the security protection system have been added, as well as requirements for monitoring system wiring and lightning protection grounding.
In the 'Completion acceptance' of chapter 6, the items listed under 'functions the monitoring system shall have' have been deleted and replaced by the requirement to comply with the relevant provisions of the industry standard NB/T 33005.
In '7 Civil and other auxiliary infrastructures', 'Completion acceptance' has been revised: provisions on masonry, roofing, floors, building decoration, heating and water supply and drainage of station buildings and other ancillary buildings have been deleted and merged into the provisions on civil works.
The original 'fire protection system' has been changed into 'fire protection facilities for charging stations', 'fire protection facilities for battery swap stations' and 'fire protection systems for distributed charging facilities'.
A new chapter '8 Energy-saving and environmental protection' has been added, putting forward requirements for 'construction' and 'completion acceptance' with respect to building materials, noise control, energy-saving transformers and domestic sewage.
'9 Document acceptance' of the new standard revises '8 Document acceptance' of the original standard: the 'acceptance technical documents' have been merged into the 'acceptance application documents'.
In the document acceptance chapter, the 'minutes of design liaison meetings', 'installation technical disclosure records' and 'adjustment test records' have been deleted.
The 'list of equipment supplied under the contract' has been added, and it is required that the power-supply system also provide the commissioning test outline, test methods and test records.
'10 Acceptance evaluation' of the new standard corresponds to '9 Acceptance evaluation' of the original standard.
'Appendix A Application and report documents for the acceptance of electric vehicle charging/battery swap infrastructure projects' revises 'Appendix A Report documents for the completion acceptance of electric vehicle charging/battery swap infrastructure' of the original standard.
The content of Appendix A has been revised into two forms: the 'application for acceptance of electric vehicle charging/battery swap infrastructure project' and the 'acceptance certificate of electric vehicle charging/battery swap infrastructure project'.
This code was proposed by the China Electricity Council and is under the jurisdiction of, and interpreted by, the Energy Industry Standardization Technical Committee for Electric Vehicle Charging Infrastructure (NEA/TC 3).

1 Scope

1.0.1 This code is formulated with a view to strengthening the construction management of electric vehicle charging/battery swap infrastructure projects, standardizing construction techniques, unifying the criteria for construction quality acceptance and ensuring project quality.
1.0.2 This code is applicable to the construction and completion acceptance of newly built, extended and reconstructed electric vehicle charging/battery swap infrastructure; it does not cover wireless charging facilities, charging facilities using automatic charging couplers, or charging/discharging facilities.
1.0.3 In addition to this code, the construction and completion acceptance of electric vehicle charging/battery swap infrastructure shall also comply with the current relevant laws, regulations and standards of the nation.
2 Basic requirement
2.1.1 The construction organization must hold the qualification corresponding to the construction of electric power facilities, and construction personnel shall have the corresponding qualifications. Construction and quality management shall be supported by the corresponding technical standards.
2.1.2 The construction organization shall establish sound management systems for construction technology, quality, work safety, etc., formulate construction management rules and implement them thoroughly.
2.1.3 The construction organization shall, in accordance with the contract documents, design documents and relevant standards and codes, and on the basis of the data on underground pipelines and other buildings (structures) within the construction boundary and the engineering and hydrogeological data provided by the employer, organize the relevant construction technical management personnel to carry out in-depth surveys along the route, understand the actual site conditions and make adequate preparations for construction.
2.1.4 The construction organization shall be familiar with and review the construction drawings and apply a system of self-review, joint review (technical disclosure) and sign-off. When doubts or errors are found in the drawings, opinions and suggestions shall be raised in good time; design changes shall be submitted for review according to the corresponding procedure and implemented only after being signed and confirmed by the relevant parties.
2.1.5 The construction organization shall prepare the construction organization design before commencement of work. The construction organization design shall be implemented after being reviewed and approved according to the prescribed procedure, and approval procedures shall be completed for any change.
2.1.6 Temporary construction facilities shall be reasonably configured and arranged according to the characteristics of the project. For items where construction should not be interrupted, standby power and equipment shall be provided.
2.1.7 Products such as pipes, cables, components (fittings) and equipment shall be subjected to site acceptance on entering the construction site and shall be properly stored. During site acceptance, the purchase contract, quality certificate, performance test report and operating instructions of each batch, and the commodity inspection report and certificates of imported products, shall be checked, and re-inspection shall be carried out according to the relevant standards; products may be used only after passing acceptance.
2.1.8 The construction organization shall comply with national and local laws and regulations on environmental protection and take effective measures to control the pollution and hazards caused to the environment by dust, waste gas, waste materials, noise, vibration, etc. on the construction site.
2.1.9 The construction organization must obtain a work safety permit, comply with the relevant regulations on construction safety, labour protection, fire prevention and poisoning prevention, and establish a safety management system and a work safety responsibility system to ensure safe construction.
2.1.10 Measuring instruments and testing equipment used during construction must have passed verification or calibration and shall be used within their period of validity.
2.1.11 The construction organization shall exercise whole-process control of construction quality in accordance with the corresponding construction technical standards; the employer, survey organization, design organization, supervision organization, etc. shall manage project quality in accordance with the relevant regulations.
2.1.12 The wiring construction of panels, cabinets and secondary circuits shall comply with the relevant provisions of the current national standard GB 50171 'Code for construction and acceptance of wiring of panels, cabinets and secondary circuits in electrical installation engineering'.
2.1.13 Cable specifications, marking, laying methods, grounding, fire protection measures, etc. shall comply with the relevant provisions of the current national standard GB 50168 'Standard for construction and acceptance of cable lines in electrical installation engineering', and construction records of concealed works shall be properly kept during construction.
2.1.14 The construction of cable trays, conduits, trunking and other cable-related electrical facilities shall comply with the relevant provisions of the current national standard GB 50303 'Code for acceptance of construction quality of electrical installation in buildings'.
2.1.15 The installation and construction of cabinets, screens, desks, boxes and panels shall comply with the relevant provisions of the current national standards GB 50303 'Code for acceptance of construction quality of electrical installation in buildings' and GB 50093 'Code for construction and quality acceptance of automation instrumentation engineering'.
2.1.16 The installation of electrical equipment shall comply with the current national standards GB 50254 'Code for construction and acceptance of low-voltage apparatus in electrical installation engineering' and GB 50256 'Code for construction and acceptance of electrical devices of cranes in electrical installation engineering'.
2.2.1 The completion acceptance of charging/battery swap infrastructure shall comply with the relevant requirements of the standards and codes for construction, acceptance and quality inspection and evaluation of electric power construction, so as to ensure stable, safe and reliable operation of the infrastructure after it is put into service.
2.2.2 The model, configuration, quantity, functions and performance indicators of facilities such as AC charging piles, DC chargers, battery box swap equipment and cables shall meet the requirements of technical documents such as the project contract and the minutes of liaison meetings, and shall comply with the relevant national standards and technical specifications.
2.2.3 Completion acceptance includes the acceptance of construction quality, the quality acceptance of non-energized equipment and the operation acceptance of energized equipment.
2.2.4 Before the acceptance of energized equipment, the insulation of circuits shall be checked and recorded, and insulation resistance values shall meet the design requirements. During insulation resistance measurement, measures shall be taken to prevent damage to weak-current equipment and electronic components. The voltage rating of the insulation resistance meter used shall comply with the relevant provisions of the current national standard GB 50150 'Standard for hand-over test of electric equipment in electrical installation engineering'.
2.2.5 Before the acceptance of energized equipment, the reliability of the connection of the equipment protective earthing conductor shall be checked. Simulated operation tests shall be performed on circuits fitted with residual current protective devices, and records shall be kept.
2.2.6 Items that cannot be tested on site during completion acceptance may be accepted on the basis of inspection reports or type test reports provided by the manufacturer and issued by testing institutions recognized by the competent national authorities.
2.2.7 Completion acceptance shall be carried out after the construction organization's self-inspection has been passed, and shall comply with the following provisions.
2.2.7 (1) The construction quality shall meet the requirements of this code and of the relevant specialized acceptance standards.
2.2.7 (2) The construction quality shall meet the requirements of the engineering survey and design documents.
2.2.7 (3) Acceptance personnel shall have the corresponding qualifications.
2.2.7 (4) Before concealment, the construction organization shall notify the employer or the supervision organization to accept the items to be concealed, and acceptance documents shall be prepared.
2.2.8 The acceptance conditions shall comply with the following provisions.
2.2.8 (1) The manufacturer has submitted to the employer technical documents such as product instructions, certificates of conformity and assembly drawings.
2.2.8 (2) The manufacturer has submitted to the employer the factory acceptance report of the products.
2.2.8 (3) The construction organization has completed the installation and commissioning of all equipment and has submitted to the employer the installation records and the installation and commissioning reports.
2.2.8 (4) The construction organization has submitted the acceptance application report to the employer.
