Foreword

This document was issued on 24 May 2024 by the National Energy Administration of the PRC and takes effect on 24 November 2024.

It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

This code was prepared under the Notice of the General Department of the National Energy Administration on Issuing the 2018 Plan for the Formulation and Revision of Sector Standards in the Energy Field and the Plan for English Translation (Guo Neng Zong Tong Ke Ji [2018] No. 100). Acting on that plan, the China Coal Construction Association organised the General Station for Quality Supervision of Coal Industry Construction, the Shanxi Provincial Department of Energy Development and other relevant units to draft the code jointly.

During the drafting work the compiling group followed the national and sector policies, laws and regulations in force, drew on the practical experience accumulated in the quality supervision of coal construction projects, and summarised the results of the investigation and analysis carried out in recent years. On the basis of extensive solicitation of opinions and suggestions, the text was repeatedly revised and finalised in the present form.

The main contents of this code are arranged in 8 chapters and 3 appendixes. They cover general provisions, terms, basic requirements, the project quality supervision plan, quality behaviour supervision, supervision of the quality of the engineering entity, project completion supervision and the quality supervision record.

The National Energy Administration is responsible for the administration of this code. The China Coal Construction Association is responsible for its day-to-day administration and for the adjustment and amendment of individual provisions. The General Station for Quality Supervision of Coal Industry Construction is responsible for the interpretation of the specific technical contents.

In the course of implementation, users are asked to summarise their experience, to accumulate supporting data, and to send at any time their comments and suggestions to the General Station for Quality Supervision of Coal Industry Construction (address: Jinze Building, No. 72 Qinxian North Street, Xiaodian District, Taiyuan, Shanxi Province; postal code 030006), so that they can be taken into account in a future revision.

The foreword closes with the roster of the chief drafters and of the chief reviewers of the code, printed in full on the second page of the foreword; twelve chief drafters and more than thirty reviewers are named there.

The code is published as an energy sector standard of the People s Republic of China under the designation NB/T 11552-2024. The competent authority named on the cover is the National Energy Administration, and the organisation in charge of the compilation is the China Coal Construction Association.

The date of entry into force printed on the cover is 24 November 2024.

In the catalogue attached to that announcement the standard appears as serial number 75, with the approval date 24 May 2024 and the implementation date 24 November 2024; no superseded standard is listed against it.

1 Scope

NB/T 11552-2024 governs quality supervision on coal construction projects in China - the oversight exercised by the designated supervisory body on behalf of the authorities, as distinct from the contractor's own quality control and from the owner's supervising engineer. The standard sets the general provisions and defined terms, the organisation and the qualifications of the supervising body and its inspectors, and the scope of projects subject to supervision. It then sets out the supervision process: the registration of a project and the supervision plan drawn up for it, the review of the parties' qualifications and of their quality management systems, the inspection visits and their frequency, the stages at which supervision is mandatory, and the sampling and testing the supervisor may require. The conduct of an inspection is specified - what is examined, how findings are recorded, the notices and rectification orders that may be issued, the handling of quality incidents and of non-conforming work, and the escalation where a party does not comply. The supervision of the acceptance stages, the quality assessment of the completed project, and the supervision report and its filing complete the standard. Note that the printed English title says coal industry engineering, while the Chinese specifies coal construction projects. It applies to mines, preparation plants and their associated surface works.

Chapter 1 sets out the purpose, the field of application and the hierarchy of the documents that govern the quality supervision of coal construction projects. It contains four clauses.

1.0.1 This code is formulated in order to strengthen the quality supervision of coal construction projects, to standardise supervision behaviour and to raise the level of quality supervision. It is based on the Outline for Building a Quality Powerhouse, on the Regulations on the Quality Management of Construction Projects and on other laws and regulations, and it is adapted to the actual conditions of quality supervision in coal construction.

1.0.2 This code applies to the quality supervision work of coal construction projects.

1.0.3 This code is the basis on which the General Station for Quality Supervision of Coal Industry Construction Engineering, the supervision bodies for coal construction engineering at every level and the supervision personnel carry out quality supervision work.

1.0.4 In addition to complying with this code, the quality supervision of coal construction projects shall also comply with the provisions of the national and sector laws, regulations and technical standards relating to engineering construction.

2 Terms

Chapter 2 defines the seven terms used throughout the code. Each term is given in Chinese with its official English equivalent.

2.0.1 Coal industry engineering. A construction project that is built under a single overall design, that forms a complete system once completed, and that is able on its own to create a capacity for coal mining, washing and dressing, processing or transport, or to create a use value.

2.0.2 Quality behaviour. The activities carried out, during the construction of a project, by the parties bearing responsibility for engineering quality and by the relevant bodies in the performance of the quality responsibilities and duties laid down by the national laws and regulations.

2.0.3 Engineering entity. The physical works formed in accordance with the design documents and with the mandatory standards for engineering construction, including the objects of engineering quality supervision.

2.0.4 Engineering quality supervision. The activity by which a supervision body, on the basis of the national laws and regulations and of the mandatory standards for engineering construction, inspects and supervises the quality behaviour through which the parties responsible for engineering quality and the relevant bodies perform their quality responsibilities, together with the quality of the engineering entity, and then analyses and assesses the results.

2.0.5 Engineering quality supervision station. The unit that actually carries out the work of engineering quality supervision, including the General Station for Quality Supervision of Coal Industry Construction Engineering and the quality supervision bodies for coal construction engineering at every level.

2.0.6 Engineering project quality certification. The activity of issuing an assessment of the engineering quality of a unit project or of a single project that satisfies the prescribed conditions.

2.0.7 Engineering quality supervision archives. The original records of every kind that have preservation value and that reflect the activities of the quality supervision process, namely texts, documents, drawings and tables, photographs and audio-visual records.

3 Basic requirements

Chapter 3 lays down the principles of the supervision work, the bodies that carry it out, the contents of the work, the order of the procedure and the requirements placed on the supervision personnel. It contains nine clauses.

3.0.1 The quality supervision of coal construction projects shall adhere to the principles of being scientific, independent, impartial and fair, and shall be performed in accordance with the law and with the regulations.

3.0.2 The quality supervision of coal construction projects is the responsibility of the General Station for Quality Supervision of Coal Industry Construction Engineering, and is carried out in practice by the quality supervision bodies for coal construction engineering at the various levels.

3.0.3 The supervision bodies at every level shall be provided with a sound organisational structure, and the working funds needed to carry out the supervision shall be guaranteed.

3.0.4 The work of engineering quality supervision shall include the following main contents.

3.0.4 Item 1. Inspecting the implementation of the laws and regulations and of the mandatory standards for engineering construction.

3.0.4 Item 2. Carrying out spot checks on the quality behaviour of the parties responsible for engineering quality and of the quality testing units and other units concerned.

3.0.4 Item 3. Carrying out spot checks on the quality of the main engineering materials and of the components and fittings.

3.0.4 Item 4. Carrying out spot checks on the quality of the parts of the engineering entity that affect the safety of the structure and its serviceability.

3.0.4 Item 5. Supervising the completion acceptance of the works.

3.0.4 Item 6. Organising or taking part in the investigation and handling of engineering quality accidents.

3.0.4 Item 7. Organising the implementation of special inspections of engineering quality within the region or the scope of competence.

3.0.5 The work of engineering quality supervision shall be carried out in the following order.

3.0.5 Item 1. Accepting the registration formalities for the quality supervision of the construction project.

3.0.5 Item 2. Drawing up the supervision plan and organising its implementation.

3.0.5 Item 3. Supervising quality during the construction process.

3.0.5 Item 4. Supervising the completion acceptance of the works.

3.0.5 Item 5. Establishing the engineering quality supervision archives.

3.0.6 The acceptance by a supervision body of the registration formalities for the quality supervision of a coal construction project shall comply with the provisions of Appendix A.

3.0.7 The quality supervision of coal construction projects shall be entrusted to designated persons with designated responsibility. The supervision personnel shall hold a professional technical title, shall have the corresponding practical engineering experience, and shall possess the professional competence required for the quality supervision of coal construction projects.

3.0.8 The professional competence of the supervision bodies and of their personnel shall be assessed periodically.

3.0.9 The quality supervision of coal construction projects shall strengthen its information-based and digital development, so as to meet the needs of the intelligent development of the coal sector.

4 Project quality supervision plan

Chapter 4 is divided into three sections: general provisions, contents of the supervision plan, and execution of the supervision plan.

4.1 General provisions.

4.1.1 After a supervision body has accepted the registration formalities for engineering quality supervision in accordance with the rules, it shall prepare a supervision plan on the basis of the laws and regulations governing engineering construction, of the standards and codes, of the approved preliminary design, of the construction drawings and of the construction organisation design. The format of the plan shall comply with Table B.0.1 of Appendix B.

4.1.2 The supervision plan shall be approved by the person in charge of the supervision body before it is handed over for implementation.

4.1.3 Where a project uses new technologies, new processes, new equipment or new materials, a special supervision scheme may be prepared on the basis of the corresponding approval documents, and it shall form an annex to the supervision plan.

4.2 Contents of the supervision plan.

4.2.1 The supervision plan shall include the following contents.

4.2.1 Item 2. The basis on which the plan was prepared.

4.2.1 Item 3. The supervision personnel.

4.2.1 Item 4. The location of the main quality control points and the requirements applying to them.

4.2.2 The basis on which the plan is prepared mainly includes the following contents.

4.2.2 Item 1. Laws, regulations, rules and policy documents.

4.2.2 Item 2. The standards and codes for engineering construction.

4.2.2 Item 3. The approved preliminary design of the project and the design of the safety facilities.

4.2.2 Item 4. The construction drawings.

4.2.2 Item 5. The construction organisation design.

4.2.3 The contents of the supervision shall include quality behaviour and the engineering entity.

4.2.4 The supervision of quality behaviour shall comply with the provisions of Chapter 5.

4.2.5 The supervision of the quality of the engineering entity shall comply with the provisions of Chapter 6.

4.3 Execution of the supervision plan.

4.3.1 When the supervision personnel carry out the supervision plan, they shall fill in the supervision inspection record form; its format and contents shall comply with Table B.0.2 of Appendix B.

4.3.2 In the course of the implementation of the supervision plan, the supervision personnel may amend the plan in good time in the light of circumstances such as changes in the design of the project.
